Nearly 7 million comments on amending the Land Law

These opinions were sent to the National Assembly in the past 2 months, showing people's interest in the land sector.

On the morning of April 24, in Hanoi, a national online conference was held to collect opinions from National Assembly deputies on the draft Land Law (amended).

The conference was jointly organized by the National Assembly's Economic Committee and the Ministry of Natural Resources and Environment.

Implementing the Resolution of the National Assembly Standing Committee on organizing the collection of public opinions on the draft Land Law (amended), the Government has directed the drafting agency to coordinate with the National Assembly's verification agency, relevant ministries, branches and localities to organize the collection of opinions, synthesize, receive and explain public opinions; receive opinions of the National Assembly Standing Committee to complete the report synthesizing opinions and revise the draft Law.

The report shows that the issues that people are most concerned about are planning regulations, land use plans; recovery, compensation, support and resettlement.

Accordingly, the draft Law has been accepted in the direction of transferring cases such as resettlement housing projects, social housing projects, projects using ODA capital to cases of land recovery for national and public interests. The State only recovers land for important economic and social development projects to ensure national and public interests decided and approved by the National Assembly and the Prime Minister, and important local projects approved by the Provincial People's Council.

The draft also specifies the order and procedures for compulsory land recovery to overcome the arbitrary situation in the enforcement that affects the legitimate rights and interests of citizens, and at the same time creates a legal basis for localities to implement uniformly. Accept and revise the draft on supporting career conversion and job creation when the State recovers agricultural land; Add specific regulations on handling cases of delayed compensation when the State recovers land to create favorable conditions for application, ensuring the rights of land users in cases of delayed compensation due to the fault of state agencies...

At the conference, opinions highly appreciated the drafting committee's acceptance of opinions and revision of the draft; basically agreed with the content of the draft.

However, many opinions also suggested that the drafting committee should study and adjust to clarify issues such as land recovery for socio-economic development; what is land use for the wrong purpose; ensuring people's livelihoods; compensation prices, etc.

At the conference, Deputy Minister of Natural Resources and Environment Nguyen Manh Hien directly explained some contents that were commented by delegates; at the same time, he emphasized that the drafting committee will continue to absorb and research to complete the draft before submitting it to the National Assembly...

According to Nguyen Van Giau, Chairman of the National Assembly’s Economic Committee, nearly 7 million comments were submitted to amend the Land Law within 2 months, demonstrating the interest of the people as well as the efforts of localities and National Assembly delegations. Some major issues still have different opinions and need to be studied more carefully to improve the effectiveness of this important law in practice./.
