These comments, submitted to the National Assembly over the past two months, demonstrate the public's concern regarding land issues.

On the morning of April 24th, a nationwide online conference was held in Hanoi to gather opinions from National Assembly deputies on the draft Law on Land (amended).

The conference was jointly organized by the Economic Committee of the National Assembly and the Ministry of Natural Resources and Environment.

In implementing the Resolution of the Standing Committee of the National Assembly on organizing public consultations on the draft Law on Land (amended), the Government has directed the drafting agency to coordinate with the National Assembly's verification agency, relevant ministries and agencies, and localities to organize the collection, compilation, acceptance, and explanation of public opinions; and to incorporate the opinions of the Standing Committee of the National Assembly to finalize the summary report of opinions and revise the draft Law.



A nationwide online conference was held to gather opinions from National Assembly deputies on the draft Law on Land (amended).

The report indicates that the issues of greatest concern to the people are regulations on land use planning and plans; land acquisition, compensation, support, and resettlement.

Accordingly, the draft Law has been revised to include cases such as resettlement housing projects, social housing projects, and projects using ODA funds, classifying them as land acquisition for national and public benefit. The State will only acquire land for important economic and social development projects aimed at ensuring national and public interests, as decided and approved by the National Assembly and the Prime Minister, and for important local projects approved by the Provincial People's Council.

The draft also specifies the procedures for compulsory land reclamation to address arbitrary actions that affect the legitimate rights and interests of citizens, while creating a legal basis for consistent implementation by localities. It incorporates and revises the draft regarding support for vocational retraining and job creation when the State reclaims agricultural land; and adds specific regulations on resolving cases of delayed compensation when the State reclaims land, aiming to facilitate application and ensure the rights of land users in cases of delayed compensation due to the fault of state agencies…

At the conference, participants highly appreciated the drafting committee's efforts in incorporating feedback and revising the draft; they generally agreed with the content of the draft.

However, many opinions also suggested that the drafting committee should research and clarify issues such as land acquisition for socio-economic development; what constitutes misuse of land; ensuring people's livelihoods; compensation rates, etc.

At the conference, Deputy Minister of Natural Resources and Environment Nguyen Manh Hien directly addressed some of the issues raised by the delegates; he also emphasized that the drafting committee would continue to incorporate and research feedback to finalize the draft before submitting it to the National Assembly…

According to Nguyen Van Giau, Chairman of the National Assembly's Economic Committee, nearly 7 million opinions were contributed to amending the Land Law within two months, demonstrating the public's interest as well as the efforts of localities and National Assembly delegations. Some major issues still have differing opinions and require further study to improve the effectiveness of this important law in practice.
