Vinh City: Many construction projects are behind schedule.
(Baonghean)Despite the upcoming new school year and the 50th anniversary of Vinh City, many school and road construction projects in the city, such as the road leading to the centers of Nghi Kim and Nghi Lien communes, the drainage ditch at Quan Bau, the ditch along Truong Van Linh road, the Nghi Kim - Nghi Van canal, Le Mao road, etc., are still unfinished and unlikely to be completed on schedule.
The road leading to the center of Nghi Kim commune currently remains largely unchanged, with potholes and uneven surfaces causing difficulties for traffic. At some points, bridges and culverts are still unfinished, with construction vehicles and machinery scattered haphazardly. Meanwhile, at the Nghi Kim Secondary School project, a new three-story building with eight classrooms is being constructed under the Nghi Kim Commune People's Committee's investment. However, the contractor has only completed 70% of the work so far. According to the company's technical team, it will take several weeks before the school year begins to be fully completed. Currently, the company has only received an advance of 1 billion VND.
Not only Nghi Kim Secondary School, but also Hung Chinh Kindergarten and Primary School, Nghi Duc Kindergarten and Primary School, Nghi Kim Kindergarten and Primary School, Vinh Tan Primary School, etc., are currently behind schedule. Furthermore, the quality of construction and design in some places is problematic. For example, at Nghi Kim Secondary School, the newly built multi-story building is inexplicably more than half a meter lower than the old school building, which looks very unsightly.
In a conversation with Mr. Dao Trong Thai, Director of T & T Consulting and Design Joint Stock Company (Vinh City) - the unit that designed the project - Mr. Thai stated: "The company's design engineers made errors in measurement, leading to this situation." Meanwhile, in Hung Dung ward, the investor of Hung Dung Secondary School had to replace the contractor due to their weak capabilities. Nghi Duc Primary School also had a "mistake" in the design, with temporary classrooms being transformed into permanent classrooms, leading to many questions from the public.
In response to this situation, the City People's Committee held a meeting to review and rectify the construction work in the area. According to the city's assessment, the progress of project settlement has been accelerated, and projects celebrating the city's 50th anniversary have been expedited, including the commencement of the Vinh Urban Development Sub-project… However, some projects remain unfinished and are difficult to complete on schedule, such as: the road to the center of Nghi Kim and Nghi Lien communes, the drainage ditch at Quan Bau, the ditch along Truong Van Linh road, the Nghi Kim - Nghi Van canal, Le Mao road (after land clearance is completed), and the connection of the drainage ditch from Hong Bang road to the extended Le Mao road to handle drainage during the rainy season….
The 72-meter-long road through Ha Huy Tap ward is under construction but unfinished, turning into a ditch where water hyacinths grow.
In response to this situation, the Vinh City People's Committee directed the Vinh Investment and Construction Management Board to expedite the progress of unfinished projects and projects involving the paving of roads and the installation of lighting systems.
In addition, the Vinh Investment and Construction Project Management Board needs to do a good job of preparing for investment in the following projects: the lighting system on Nguyen Nhu Mai street, the 24m road through the GolViet project, the road to Hung Dong Industrial Cluster, the 24m road in Hung Loc commune, the old railway line in Trung Do ward, the Cua Nam - Nui Quyet tourist road, and the Vinh Confucius Temple; complete the procedures for transferring construction contractors for the Trung Do resettlement area; and continue to coordinate land clearance for the following projects: Vinh - Cua Lo Boulevard, Le Ninh road, Vinh Confucius Temple, and the resettlement areas for the management board.
For the Vinh Urban Development Sub-project Management Board, the city has instructed it to focus on finalizing the accounts for completed and handed-over projects, continue implementing unfinished projects, and conduct phased acceptance and handover of projects that could not be started due to lack of funding or land clearance issues, such as Nguyen Duy Trinh Street, Nguyen Tat Thanh Park, Hoang Thi Loan Street, and Hai Thuong Lan Ong Street. For the Vinh Urban Development Sub-project, it is also tasked with continuing to actively implement project components according to the schedule committed to the World Bank.
According to Vinh City leaders, the city has assigned the Land Development Center to closely follow the conclusions of the City's Land Clearance Committee to effectively carry out compensation and land clearance for key projects, especially those commemorating the 50th anniversary of Vinh City. At the same time, the City's Finance and Planning Department has been tasked with continuing to advise on and expedite the completion of unfinished projects according to the 2013 plan, especially those projects where wards and communes are the investors.
