Vinh City: Many projects are behind schedule

(Baonghean) -Although the new school year and the 50th anniversary of Vinh City are approaching, many school and traffic projects in the city such as the road to the center of Nghi Kim and Nghi Lien communes, the drainage ditch at Quan Bau, the ditch on Truong Van Linh Street, Nghi Kim - Nghi Van Canal, Le Mao Street, etc. are still unfinished and difficult to complete on schedule.

The road to the center of Nghi Kim commune is currently basically the same as before, with potholes causing difficulties for traffic participants. At some points, bridges and culverts have not been completed, vehicles and machines on the construction site are lying around. At Nghi Kim Secondary School, invested by Nghi Kim Commune People's Committee, a new 3-storey building with 8 classrooms was built, but the contractor has only completed 70% of the work. However, according to the company's technical staff, it will take several weeks for the school year to start. Currently, the company has only received an advance of 1 billion VND.

Not only Nghi Kim Secondary School, but also Hung Chinh Kindergarten, Primary School, Nghi Duc Kindergarten, Primary School, Nghi Kim Kindergarten, Primary School, Vinh Tan Primary School… are all behind schedule. Not only that, the quality of construction and design in some places have problems. For example, Nghi Kim Secondary School, for some reason, the newly built building is half a meter lower than the old building, which looks very unsightly.

Talking to Mr. Dao Trong Thai - Director of T & T Design Consulting Joint Stock Company (Vinh City) - the design unit of the project, Mr. Thai said: "The design engineers of the company made mistakes in measuring, leading to this situation". In Hung Dung ward, the investor of Hung Dung Secondary School had to change to another contractor due to weak capacity. Nghi Duc Primary School also had a "mistake" in design when the temporary classroom was turned into a solid classroom, leading to many questions in public opinion.

Faced with that situation, the City People's Committee held a meeting to review and rectify the construction work in the area. According to the city's assessment, in recent times, the progress of project settlement has been accelerated, projects celebrating the 50th anniversary of the city have been urged and started the Vinh Urban Development Sub-project... However, besides that, some projects are still unfinished and difficult to complete on schedule such as: the road to the center of Nghi Kim and Nghi Lien communes, drainage ditches at Quan Bau, Truong Van Linh road ditches, Nghi Kim - Nghi Van canal, Le Mao road (after completing land acquisition and clearance), connecting drainage ditches from Hong Bang road to the extended Le Mao road to handle drainage during the rainy and stormy season, etc.



The 72m road through Ha Huy Tap ward is under construction and has become a ditch for water hyacinth to grow.

Faced with that situation, Vinh City People's Committee has directed Vinh Construction Investment Management Board to speed up the progress of the above unfinished projects and the thin-laying of roads and lighting systems.

In addition, the Vinh Construction Investment Project Management Board needs to do a good job of preparing for investment in the following projects: lighting system for Nguyen Nhu Mai Street, 24m road through GolViet project, road to Hung Dong Industrial Cluster, 24m road in Hung Loc commune, old railway in Trung Do ward, Cua Nam - Nui Quyet tourist road, Vinh Temple of Literature; complete the procedures for converting contractors to build Trung Do resettlement area; continue to coordinate in clearing the ground for projects: Vinh - Cua Lo Boulevard, Le Ninh road, Vinh Temple of Literature and resettlement areas for the management board.

For the Vinh Urban Development Sub-Project Management Board, the city assigned this Board to focus on finalizing the completed projects that have been handed over and put into use, continue to implement unfinished projects, and at the same time conduct phased acceptance and handover of projects that have not been constructed due to lack of funds or land clearance problems such as Nguyen Duy Trinh Street, Nguyen Tat Thanh Park, Hoang Thi Loan Street, Hai Thuong Lan Ong Street. For the Vinh Urban Development Sub-Project, continue to actively implement project items according to the schedule committed to the World Bank.

According to Vinh City leaders, the City has assigned the Land Fund Development Center to closely follow the conclusions of the City's Site Clearance Board to do a good job of compensation and site clearance for key projects, especially projects celebrating the 50th anniversary of Vinh City. At the same time, the City's Finance and Planning Department has been assigned to continue advising and urging unfinished projects according to the 2013 plan, especially projects invested by wards and communes.
