Strengthen measures to manage and stabilize the market and curb inflation.

To continue the vigorous and coordinated implementation of the solutions outlined in Resolutions No. 01/NQ-CP and No. 02/NQ-CP dated January 7, 2013, and the resolutions of the Government's regular meetings aimed at developing socio-economic conditions, stabilizing the macroeconomy, curbing inflation, ensuring social security, and to implement Official Letter No. 10397/BTC-QLG dated August 8, 2013, from the Ministry of Finance on continuing to strengthen measures to manage and stabilize the market prices and curb inflation in the last months of 2013.

The Provincial People's Committee requests the Director of the Department of Finance and other functional departments and agencies (Industry and Trade, Education and Training, Health, Provincial Police, Provincial Border Guard Command, Customs Department, Provincial Tax Department, Provincial Market Management Sub-department, etc.), the Chairmen of the People's Committees of districts, cities, and towns, and units and enterprises in the province to implement the following key tasks:

1. Continue to steadfastly implement the goals and targets set at the beginning of the year, consistently pursuing the objective of macroeconomic stability and inflation control, while decisively implementing solutions to overcome difficulties in production and business in accordance with Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP dated January 7, 2013, resolutions of regular government meetings, and related directives.

2. Closely monitor market prices and the Consumer Price Index (CPI) in the locality, and promptly take measures to stabilize prices in accordance with the law to stabilize the market and prices, and curb the rate of CPI increase in the locality; at the same time, direct the strengthening of inspection and supervision of compliance with the law on prices, taxes, and fees in the area; strictly handle units and individuals who violate the law, take advantage of peak periods to arbitrarily and illegally increase prices and fees, or increase prices in a chain reaction when the factors forming prices do not change significantly.

3. Proactively assess the effectiveness of implemented price stabilization measures and programs to serve as a basis for deciding on local price stabilization measures from now until the end of the year and during the Lunar New Year of Giap Ngo 2014. Localities affected by storms and floods need to implement timely price stabilization measures in accordance with the Law on Prices for essential goods in their areas.

4. Strictly control pricing schemes and price levels for goods and services priced by the State; goods and services ordered and planned by the State; goods and services purchased with local budgets; goods and services still subsidized by the State, within the scope of authority; carefully assess the impact of price adjustments (if any) on the socio-economic situation and the CPI of the locality, avoiding adjustments at the same time that would cause the CPI to rise sharply.

5. Directing agencies and units to strictly implement Directive No. 09/CT-TTg dated May 24, 2013 of the Prime Minister on strengthening the direction and management of the implementation of state finance and budget tasks in 2013; and Decision No. 2913/QD-UBND dated July 10, 2013 of the Provincial People's Committee promulgating the Plan for implementing Directive No. 09/CT-TTg.

6. The Department of Finance is tasked with compiling a report on market price trends, implemented measures, and any obstacles that need to be addressed, so that the Provincial People's Committee and the Ministry of Finance can be informed and take timely action.
