Strengthening management measures, stabilizing the market, curbing inflation

To continue to resolutely and synchronously implement the solutions proposed in Resolutions No. 01/NQ-CP, No. 02/NQ-CP dated January 7, 2013 and resolutions of the Government's regular meetings to develop the socio-economy, stabilize the macro-economy, curb inflation, ensure social security and implement Official Dispatch No. 10397/BTC-QLG dated August 8, 2013 of the Ministry of Finance on continuing to strengthen management measures, stabilize the price market, and curb inflation in the last months of 2013.

The Provincial People's Committee requests the Director of the Department of Finance and relevant departments, agencies and branches (Industry and Trade, Education and Training, Health, Provincial Police, Provincial Border Guard Command, Customs Department, Provincial Tax Department, Provincial Market Management Department...), Chairmen of the People's Committees of districts, cities, towns and units and enterprises in the area to implement the following key tasks:

1. Continue to steadfastly implement the goals and targets set at the beginning of the year, consistently aiming to stabilize the macro economy, curb inflation, and at the same time resolutely implement solutions to remove difficulties for production and business according to Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP dated January 7, 2013, resolutions of regular meetings of the Government and related directive documents.

2. Closely monitor the market price situation and the consumer price index (CPI) developments in the locality, promptly take measures to stabilize prices according to the law to stabilize the market, prices, and control the CPI growth rate of the locality; at the same time, direct the strengthening of inspection and examination of compliance with the law on prices, taxes, and fees in the locality; strictly handle units and individuals who violate the law, take advantage of peak times to arbitrarily and illegally increase prices and fees, or increase prices in a chain when the price-forming factors do not have major fluctuations.

3. Proactively evaluate the effectiveness of the implemented price stabilization measures and programs to serve as a basis for deciding on price stabilization measures in the locality from now until the end of the year and during the 2014 Lunar New Year. Localities experiencing storms and floods need to take timely price stabilization measures in accordance with the Law on Prices for essential goods in the area.

4. Strictly control the price plan and price levels for goods and services priced by the State; goods and services ordered by the State; goods and services purchased from local budgets; goods and services that are also subsidized according to authority; carefully assess the impact of price adjustments (if any) on the socio-economic situation and CPI of the locality, avoid adjusting at the same time to push CPI up.

5. Direct agencies and units to strictly implement Directive No. 09/CT-TTg dated May 24, 2013 of the Prime Minister on strengthening the direction and implementation of the state financial and budget tasks in 2013; Decision No. 2913/QD-UBND dated July 10, 2013 of the Provincial People's Committee promulgating the Plan to implement Directive No. 09/CT-TTg.

6. Assign the Department of Finance to synthesize and report on market price developments, measures taken and problems that need to be resolved so that the Provincial People's Committee and the Ministry of Finance can know and handle them promptly.
