Textile industry: Must shift from quantity to quality
At the workshop on contributing ideas to the draft Vietnam Textile and Garment Industry Plan for the period 2020, with a vision to 2030 on August 20, Deputy Minister Ho Thi Kim Thoa suggested focusing on clarifying development perspectives and orientations, especially focusing on investment and expanding raw material areas.
Manufacturing of processing models in the textile industry accounts for a high proportion.
In 2008, the Ministry of Industry and Trade had a Plan for the development of Vietnam's textile and garment industry.
Imbalance in planning

However, according to Mr. Nguyen Sy Phuong - Deputy Director of the Textile Institute, some problems arise due to imbalance in textile planning, namely weak supporting technology, most of the fabric and sewing accessories depend on imports. Links in the supply chain are weak, clusters and textile industrial zones have not been formed. The production of processing models accounts for a high proportion, the added value is still low; production management skills are still weak. The efficiency of using fiber, weaving and dyeing equipment is not high. The work of collecting, analyzing and providing information on domestic and international markets is not timely.
Therefore, although investment flows are shifting to Southeast Asian countries including Vietnam, the consumer market is increasingly expanding and developing due to FTA agreements, the competitiveness from the Chinese, Bangladeshi, Indonesian and Cambodian markets is increasingly fierce. Besides, "Technical barriers regarding hygiene, safety, environment, social responsibility, and anti-subsidy tend to increase. The attractiveness of human resources for the textile industry is getting weaker compared to other industries."- Mr. Phuong added.
Moving from quantity to quality
The goal of the new planning is to build the textile and garment industry into one of the key export industries, capable of meeting the increasing domestic consumption demand; create more jobs for society, improve competitiveness, and firmly integrate into the regional and world economy. In particular, by 2020 the industry strives to build a number of famous brands and integrate into the world market.
Discussing on the sidelines of the workshop to contribute opinions on the Draft development plan for Vietnam's textile and garment industry to 2020, with a vision to 2030, Mr. Pham Van Liem - Former Deputy Director of the Institute for Industrial Strategy and Policy Research (Ministry of Industry and Trade) - said that the most important factor for the development of the textile and garment industry is to expand the market, diversify the export market, and dominate the domestic market. In particular, the export market is a breakthrough in the development of the industry, and is one of the factors determining the growth of the Vietnamese textile and garment industry.
According to Mr. Liem, from now until 2020 there will be many good development opportunities, but after 2020 the opportunities will gradually decrease. It is necessary to shift from quantity to quality, improve self-design, fashion models, and transfer textile processing to rural areas. Focus on the production of raw materials such as the production of high-quality fabrics and yarn.…"- Mr. Liem contributed his opinion.
At the consultation session, experts also proposed that, to achieve this goal, the textile industry needs to focus on the following groups of solutions: developing and expanding the market; locating concentrated textile and garment industrial clusters, specialized production, providing complete products; Strengthening the connection between manufacturers, suppliers and participating in the industry's value chain. Developing human resources, developing supporting industries for natural fibers; encouraging foreign investment in the development of synthetic fibers, dyes and auxiliaries.
