According to information from the Ministry of Education and Training on February 7th, the latest draft of the General Education Reform Project (finalized in January 2014) outlines a planned implementation in two phases. Phase 1 will involve pilot testing from 2014 to June 2016; Phase 2, the final phase, will be implemented from July 2016 to 2022.

In the initial phase, the Ministry of Education and Training focused on completing the overall curriculum and the curricula for individual subjects; completing the compilation of pilot textbooks for the first grades (grades 1, 6, and 10); and issuing teacher training materials. In the final phase, the Ministry plans to complete the compilation of pilot textbooks for the remaining grade levels (grades 2, 3, 4, 5, 7, 8, 9, 11, and 12), and simultaneously issue and gradually implement the new curriculum and textbooks according to actual conditions. According to the Ministry of Education and Training's plan, this implementation will not be carried out simultaneously in all schools. Only those with sufficient resources will be allowed to implement parts or all of the new curriculum and textbooks.
