The police in Quang Trung ward, Vinh City, are urging residents to voluntarily hand over fireworks on New Year's Eve.

In Vinh City, under the direction of the Provincial Police, the City Police proactively advised the City Party Committee and the City People's Committee to lead and direct Party committees, governments, departments, and units to coordinate with the police force to suppress all types of crime, prevent the burning of firecrackers and sky lanterns, and ensure traffic safety. In particular, on New Year's Eve, the city police mobilized 100% of its officers and soldiers (including those on Tet holiday leave), reinforced personnel in task forces in wards and communes to coordinate with ward and commune police, neighborhood security guards, and militia to combat crime and prevent the burning of firecrackers on New Year's Eve.

Throughout the city, especially in central areas such as Truong Thi, Le Mao, Nghi Phu, Cua Nam, Quang Trung, Hong Son, and Hung Binh wards, forces have focused on protecting key targets and major socio-political activities; strengthening state management of security and order, checking household registration, temporary residence, and conditional business establishments, especially the operation of nightclubs, hotels, and guesthouses to prevent the formation of hotspots for social vices such as prostitution, gambling, drug use, and drunkenness; and at the same time, conducting extensive public awareness campaigns on crime prevention and control. As a result, illegal activities have significantly decreased, especially criminal offenses, social vices, and traffic safety violations.

Implementing Government Directive 406/CP and Decree 36/ND-CP on the management and use of fireworks, the city police and related forces organized patrols and confiscated 4.5 kg of unclaimed fireworks; detected and handled 4 cases of fireworks being set off on New Year's Eve. Particularly close to midnight, thanks to close monitoring of the area, the Quang Trung Ward Police encouraged residents to voluntarily surrender more than 2 kg of fireworks. Overall, compared to previous years, the sound of fireworks on New Year's Eve in Vinh City has significantly decreased, with fireworks being set off only occurring in a few locations in the communes of Nghi Phu, Hung Loc, Nghi Kim, Nghi Duc, Hung Dong, and Nghi An. According to statistics from the city police, during patrols to ensure traffic safety, the forces on duty discovered and confiscated 3 stolen motorbikes worth approximately 45,000,000 VND. Authorities detected and prevented two incidents involving groups of young people using weapons to prepare for fights, confiscating one sword, one machete, one curved knife, and one iron pipe; and handled 43 administrative violations with fines totaling 27,100,000 VND. During the Tet holiday, four criminal offenses occurred in the city, which were prevented and dealt with.

From December 1st, 2013, the Provincial Police proactively launched a high-intensity campaign to combat crime and ensure security and order during the Lunar New Year of the Year of the Horse, 15 days before the Ministry of Public Security issued its directive, and achieved positive results. On January 20th, 2014, the Provincial Police established 13 inspection teams to ensure security and order and prevent firework explosions on New Year's Eve in key areas, in accordance with Decision 123/QD-CAT-PV11 of the Director of the Provincial Police. From January 30th, 2014, the leaders of the Provincial Police took turns monitoring the security and order situation in localities to provide timely guidance and action. Through inspections, the compliance with Directive 406/CT of the Prime Minister was better than in 2013.

Throughout the province, the public surrendered 14.2 kg of firecrackers. Twelve cases involving 14 individuals engaged in the illegal trading, transportation, and storage of firecrackers were detected and apprehended, resulting in the seizure of 36.8 kg of firecrackers and 116 firecrackers of various types. For example, at 4:40 PM on January 28th, the Do Luong District Police discovered and apprehended Tran Quoc Tuan (born in 1994), residing in Hamlet 4, Da Son Commune, while he was transporting 5 bundles of firecrackers weighing 6.5 kg; on the same day, the Quy Chau District Police discovered Trinh Minh Duc (born in 1997), residing in Chau Hanh Commune, engaging in the illegal trade of firecrackers, seizing 3 kg; and during patrols, the Quynh Luu District Police discovered and apprehended Thai Van Chuyen (born in 1955) and Thai Van Thi (born in 1989), both residing in Quang Thanh Commune, Yen Thanh District, for illegally transporting firecrackers, seizing 3.5 kg. On New Year's Eve, the use of firecrackers was negligible, a significant decrease compared to 2013.

During the crime crackdown and security and order protection efforts over the 8 days of the Lunar New Year (from January 28th to February 4th, 2014), 23 cases of social order violations were detected (a decrease of 2 cases compared to the Lunar New Year of 2013), resulting in 1 death, 14 injuries, and property damage of approximately 203 million VND. These included 11 cases of intentional injury (2 in Do Luong, and one each in Quy Chau, Nghi Loc, Cua Lo Town, Quynh Luu, Ky Son, Con Cuong, Yen Thanh, and Tan Ky); 2 cases of disturbing public order; 9 cases of theft; one case of theft detected and one arrest made; and one individual, Nguyen Ngoc Hung (born in 1986), residing in Quynh Hung commune, Quynh Luu district, was arrested for illegal drug trafficking and possession. Throughout the province, 14 traffic accidents occurred, resulting in 9 deaths and 14 injuries (2 railway accidents; 3 in Vinh City; 2 in Tuong Duong and Tan Ky; and one each in Nam Dan, Dien Chau, Hoang Mai, Quynh Luu, and Quy Hop). Two cases involving the illegal transportation of forest products were detected and apprehended, with 8 cubic meters of wood seized. Specifically, at 2:00 AM on January 29th, in Cao Veu village, Phuc Son commune, Anh Son district, the PC49 unit detected and arrested Hoang Anh Tuan (born in 1971), residing in Tao Son commune, for illegally transporting forest products, seizing 5 cubic meters of wood; on January 29th, 2014, during patrol and control activities, Thanh Chuong district police discovered and seized 3 cubic meters of wood without proper documentation in Ngoc Lam commune.

During the Tet holiday, police forces in the province discovered and arrested 6 gambling cases, seizing over 80 million VND. Specifically, at 10 PM on January 28th, while patrolling to ensure security and order in Nghi Phuong commune, Nghi Loc district police discovered and caught red-handed a gambling case involving 4 individuals, seizing a deck of playing cards and 3.2 million VND; at midnight on January 29th, Do Luong district police caught red-handed a gambling case at the house of Dinh Thi Nam (born in 1960) in Quang Trung hamlet, Luu Son commune, with 7 participants, seizing 2,350,000 VND at the gambling table and 13,435,000 VND on the individuals. At 10:30 PM on January 29th, the Hung Nguyen District Police caught 8 individuals red-handed gambling using the dice-shaking method at the house of Nguyen Van Kiem, born in 1965, in Hamlet 4, Hung Xa Commune. They confiscated 5,700,000 VND, a set of bowls and plates, and 4 dice. At 0:30 AM on January 30th, the Yen Thanh District Police caught 13 individuals red-handed gambling at the house of Vuong Quoc Binh in Tan Xuan Hamlet, Hong Thanh Commune. They confiscated 8,030,000 VND from the gambling tables, 53,170,000 VND from the individuals, 3 decks of cards, and other evidence.
