In Vinh City, under the direction of the Provincial Police, the City Police proactively advised the City Party Committee and the City People's Committee to lead and direct the Party committees, authorities, branches, departments, and units to coordinate with the police force to crack down on all types of crimes, prevent firecrackers, release sky lanterns, and ensure traffic safety. In particular, on New Year's Eve, the City Police mobilized 100% of officers and soldiers (including officers and soldiers on Tet holiday), increased the number of working teams for wards and communes to coordinate with the Ward and Commune Police, the People's Protection Force, and the militia to crack down on crimes and prevent firecrackers on New Year's Eve.

Throughout the city, especially in central areas such as Truong Thi, Le Mao, Nghi Phu, Cua Nam, Quang Trung, Hong Son, Hung Binh wards... the forces have focused on protecting key targets, major political and social activities; strengthening state management of security and order, checking household registration, temporary residence, temporary absence, conditional production and business establishments, especially the activities of dance halls, hotels, motels to prevent the formation of social evils such as prostitution, gambling, drug use, drunkenness...; at the same time, widely propagandizing among the people to prevent and fight against all kinds of crimes. Thanks to that, illegal activities have decreased significantly, especially criminal offenses, social evils, and traffic safety and order.

Implementing Directive 406/CP and Decree 36/ND-CP of the Government on the management and use of fireworks, the City Police and related forces organized patrols to collect 4.5 kg of ownerless fireworks; discovered and handled 4 cases of fireworks burning on New Year's Eve. Especially close to New Year's Eve, thanks to close contact with the grassroots, Quang Trung Ward Police mobilized people to voluntarily hand over more than 2 kg of fireworks. In general, compared to previous years, the sound of fireworks on New Year's Eve in Vinh City has decreased significantly, the situation of fireworks burning only occurred in some places in the communes of Nghi Phu, Hung Loc, Nghi Kim, Nghi Duc, Hung Dong, Nghi An. According to statistics of the City Police, carrying out patrols to control and ensure traffic safety, the forces on duty discovered and collected 3 stolen motorbikes worth about 45,000,000 VND; Detected and prevented 2 cases of groups of young people using weapons to prepare to fight, confiscated 1 sword, 1 spear, 1 machete and 1 piece of iron pipe; handled 43 administrative violations with a total fine of 27,100,000 VND. During Tet, 4 criminal cases occurred in the city and were prevented and handled.

Since December 1, 2013, the Provincial Police have proactively launched a peak period of crime attacks to ensure security and order for the Lunar New Year 15 days before the direction of the Ministry of Public Security and achieved positive results. On January 20, 2014, the Provincial Police established 13 inspection teams to ensure security and order, prevent firecrackers on New Year's Eve in key areas according to Decision 123/QD-CAT-PV11 of the Provincial Police Director. Since January 30, 2014, the Provincial Police leaders have taken turns to be on duty to grasp the security and order situation of the localities to have timely instructions. Through inspection, the implementation of Directive 406/CT of the Prime Minister is better than in 2013.

The whole province mobilized people to hand over 14.2 kg of firecrackers. 12 cases were discovered and arrested with 14 subjects illegally trading, transporting, and storing firecrackers, confiscating 36.8 kg of firecrackers and 116 firecrackers of various types. Typically, at 4:40 p.m. on January 28, Do Luong District Police discovered and caught Tran Quoc Tuan (born in 1994), residing in Hamlet 4, Da Son Commune, transporting 5 firecrackers weighing 6.5 kg; on January 28, Quy Chau District Police discovered Trinh Minh Duc (born in 1997), residing in Chau Hanh Commune, trading in firecrackers, confiscating 3 kg of firecrackers; through patrol work, Quynh Luu District Police discovered and arrested Thai Van Chuyen (born in 1955), Thai Van Thi (born in 1989), both residing in Quang Thanh Commune, Yen Thanh District, for illegally transporting firecrackers, confiscating 3.5 kg of firecrackers; On New Year's Eve, the number of fireworks was insignificant, significantly reduced compared to 2013.

In the work of attacking and sweeping away criminals to protect security and order, during the 8 days of the Lunar New Year of Giap Ngo (from January 28 to February 4, 2014), 23 cases of crimes violating social order were discovered (2 cases less than the 2013 Lunar New Year), causing 1 death, 14 injuries, and property damage of about 203 million VND. Of which, there were 11 cases of intentional injury (2 cases in Do Luong, Quy Chau, Nghi Loc, Cua Lo Town, Quynh Luu, Ky Son, Con Cuong, Yen Thanh, Tan Ky, each locality had one case); 2 cases of disturbing public order; 9 cases of property theft were discovered, one case was arrested, 1 subject illegally buying, selling, and storing drugs was Nguyen Ngoc Hung (born in 1986), residing in Quynh Hung commune, Quynh Luu district. The whole province had 14 traffic accidents that killed 9 people and injured 14 people (2 railway accidents; 3 in Vinh City; 2 in Tuong Duong and Tan Ky; 1 in Nam Dan, Dien Chau, Hoang Mai, Quynh Luu and Quy Hop, each locality). 2 cases were discovered and arrested, 2 subjects were illegally transporting forest products, 8m3 of wood was seized. Specifically, at 2:00 a.m. on January 29, at Cao Veu village, Phuc Son commune, Anh Son, PC49 discovered and arrested Hoang Anh Tuan (born in 1971), residing in Tao Son commune, for illegally transporting forest products, 5m3 of wood was seized; on January 29, 2014, through patrolling and controlling, Thanh Chuong district police discovered and seized 3m3 of wood without documents in Ngoc Lam commune.

Also during Tet, police forces in the province discovered and arrested 6 gambling cases, confiscating more than 80 million VND. Specifically, at 10 p.m. on January 28, while patrolling to ensure security and order in Nghi Phuong commune, Nghi Loc district police discovered and caught red-handed a gambling case involving 4 subjects, confiscating a deck of playing cards and 3.2 million VND; at 24 a.m. on January 29, Do Luong district police caught red-handed at the house of Dinh Thi Nam (born in 1960) in Quang Trung hamlet, Luu Son commune, a gambling case with 7 subjects participating, confiscating 2,350,000 VND at the gambling table, and 13,435,000 VND on the subjects' person; At 10:30 p.m. on January 29, Hung Nguyen District Police caught red-handed at the house of Nguyen Van Kiem, born in 1965, in Hamlet 4, Hung Xa Commune, a gambling case using dice shaking with 8 participants, confiscating 5,700,000 VND, a set of bowls and plates and 4 dice; at 0:30 a.m. on January 30, Yen Thanh District Police caught red-handed at the house of Vuong Quoc Binh in Hamlet Tan Xuan, Hong Thanh Commune, 2 gambling mats with 13 participants, confiscating 8,030,000 VND on the gambling mat, 53,170,000 VND on the subjects' persons, 3 decks of cards and some other evidence...
