Organizing exams in the spirit of fundamental and comprehensive innovation in education and training

The Ministry of Education and Training has just sent an official dispatch to the Chairmen of the People's Committees of provinces and centrally-run cities; the Chief of the General Staff of the Vietnam People's Army regarding the coordination and direction of the 2014 exams.

Accordingly, thoroughly grasping the requirement of "Fundamentally innovating the form and method of examination, testing and assessment of education and training results, ensuring honesty and objectivity" of Resolution No. 29-NQ/TW on fundamental and comprehensive innovation of education and training, the Ministry of Education and Training advocates implementing basic adjustments in the organization of examinations;

At the same time, continue to decentralize management and direction of high school graduation exams to localities and assign autonomy and responsibility in organizing university and college entrance exams to higher education institutions.

To effectively implement this policy and improve the quality of the 2014 exams, the Ministry of Education and Training requests the Chairmen of the People's Committees of provinces and centrally-run cities and the Chief of the General Staff of the Vietnam People's Army to establish provincial-level exam steering committees, strengthen the direction of the Department of Education and Training, the Department of Schools and related departments, branches and organizations, and the People's Committees at all levels to coordinate with the Education Sector to effectively direct and inspect the full implementation of the general education program and organize good review for 12th grade students.

At the same time, focus on directing the development of practical and feasible plans and solutions; actively prepare contingency plans, promptly respond to unusual phenomena caused by natural disasters, epidemics, fires, explosions, etc. to organize the 2014 high school graduation exam well.

In particular, it is necessary to strictly implement the Regulations on High School Graduation Exams and the directives and instructions of the Ministry of Education and Training; actively prevent and stop negative acts, strictly and promptly handle violations of the Examination Regulations by organizations and individuals participating in the exam.

Strengthen propaganda and fully disseminate new regulations on high school graduation exams in 2014 of the Ministry of Education and Training; organize well the exam registration so that all eligible candidates can participate in the high school graduation exam.

Decide to establish and ensure the operating conditions of the Councils for printing and copying exam papers, invigilation, grading, and review; arrange qualified staff and teachers to participate in exam work.

Organize technical training on exam organization and inspection; thoroughly instill a sense of responsibility and discipline in officers participating in the exam work to thoroughly overcome the limitations and shortcomings in the high school graduation exam in previous years, improving the effectiveness of exam organization in 2014.

Ensure traffic safety; provide stable electricity and water; ensure smooth communication and security, order, food hygiene and safety, meeting the requirements of exam organization.

Strengthen inspection, supervision and examination of exam organization, marking, review and announcement of exam results.

Create favorable conditions for universities and colleges in the area to organize university and college entrance exams in accordance with current regulations on regular university and college admissions.

The Ministry of Education and Training hopes to continue to receive closer coordination from the Chairmen of the People's Committees of provinces and centrally-run cities and the Chief of the General Staff of the Vietnam People's Army to organize the high school graduation exam and university and college admissions in 2014 in the spirit of fundamental and comprehensive innovation in the country's education and training.
