Organize examinations in the spirit of fundamental and comprehensive reform of education and training.
The Ministry of Education and Training has recently sent a document to the Chairpersons of the People's Committees of provinces and centrally-administered cities; and the Chief of the General Staff of the Vietnam People's Army regarding the coordination and direction of the 2014 examinations.

Accordingly, in line with the requirement of "Fundamentally reforming the forms and methods of examinations, tests, and evaluation of educational and training results, ensuring honesty and objectivity" of Resolution No. 29-NQ/TW on fundamental and comprehensive reform of education and training, the Ministry of Education and Training advocates for the implementation of basic adjustments in the organization of examinations;
At the same time, continue to decentralize the management and direction of the high school graduation exam to localities and grant autonomy and responsibility in organizing university and college entrance exams to higher education institutions.
To effectively implement this policy and improve the quality of the 2014 examinations, the Ministry of Education and Training requests the Chairpersons of the People's Committees of provinces and centrally-administered cities, and the Chief of the General Staff of the Vietnam People's Army to establish provincial-level examination steering committees, strengthen guidance to the Departments of Education and Training, the School Affairs Department, and relevant departments, agencies, and organizations, and for People's Committees at all levels to coordinate with the Education sector to effectively direct and inspect the implementation of the general education program and organize effective review sessions for 12th-grade students.
At the same time, focus on directing the development of practical and feasible plans and solutions; actively prepare contingency plans to promptly respond to unusual events caused by natural disasters, epidemics, fires, explosions, etc., in order to successfully organize the 2014 high school graduation exam.
In particular, it is important to strictly adhere to the Regulations on the High School Graduation Examination and the directives and guidelines of the Ministry of Education and Training; actively prevent and stop negative practices, and promptly and strictly handle any violations of the examination regulations by organizations and individuals participating in the examination.
Strengthen the dissemination and thorough understanding of the new regulations on the 2014 high school graduation exam issued by the Ministry of Education and Training; organize the exam registration process effectively so that all eligible candidates can participate in the high school graduation exam.
Decisions regarding the establishment and ensuring the operational conditions of examination paper printing, invigilation, marking, and review councils; and the assignment of qualified staff and teachers to participate in examination work.
Organize thorough training on exam organization and inspection procedures; instill a sense of responsibility and organizational discipline in officials participating in the exam process to completely overcome the limitations and shortcomings in previous years' high school graduation exams and improve the effectiveness of the 2014 exam organization.
Ensuring traffic safety; providing stable electricity and water supply; guaranteeing smooth communication; and maintaining security, order, and food safety and hygiene to meet the requirements of organizing the exam.
Strengthen inspection, supervision, and monitoring of the organization of examinations, grading, review of results, and announcement of examination results.
Facilitate the organization of university and college entrance examinations by universities and colleges in the area, in accordance with the current regulations on university and college entrance examinations for regular programs.
The Ministry of Education and Training hopes to continue receiving even closer cooperation from the Chairpersons of the People's Committees of provinces and centrally-administered cities, and the Chief of the General Staff of the Vietnam People's Army, in organizing the 2014 high school graduation exams and university and college entrance exams in the spirit of fundamental and comprehensive reform of education and training in the country.
