Conference on the Implementation of the 2013 Constitution
(Baonghean.vn) -On the morning of May 12th, in Cua Lo Town, the Standing Committee of the Provincial People's Council held a conference to implement the 2013 Constitution of the Socialist Republic of Vietnam. The conference was chaired by: Mr. Phan Trung Ly - Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Law Committee; Mr. Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Mr. Tran Van Mao - Standing Member of the Provincial People's Council. Attending the conference were members of the Provincial Party Standing Committee, Vice Chairmen of the Provincial People's Committee: Mr. Thai Van Hang and Mr. Le Xuan Dai; members of the Standing Committee of the Provincial People's Council, district and town People's Councils, the Provincial National Assembly Delegation; the Provincial People's Committee, and the Provincial Fatherland Front Committee.

In his opening remarks at the conference, Comrade Tran Hong Chau emphasized the significance and importance of the 2013 Constitution. The conference aimed to help provincial People's Council delegates and the Standing Committees of district, city, and town People's Councils grasp the basic contents of the Constitution, enhance awareness and self-discipline in respecting and complying with the Constitution, and create high consensus on the implementation and enforcement of the Constitution and laws. It also aimed to promote the role and responsibility of provincial People's Council delegates and the Standing Committees of district, city, and town People's Councils in disseminating information and mobilizing the people to effectively implement the provisions of the Constitution and laws.
The conference heard Comrade Phan Trung Ly introduce 14 basic contents and new features of the 2013 Constitution. The amended Constitution, adopted by the National Assembly at its 6th session of the 13th National Assembly, consists of 11 chapters and 120 articles regulating the political system; human rights, fundamental rights and obligations of citizens... with a logical structure and presentation techniques that ensure the appropriateness of a fundamental law, with long-term stability, reflecting the will and aspirations of the people; inheriting the great value of the Constitutions of 1946, 1959, 1980 and 1992. The 2013 Constitution emphasizes human rights, the people's right to supervision, and citizens' rights are inseparable from citizens' obligations.

Comrade Phan Trung Ly proposed that People's Councils at all levels urgently implement the 2013 amended Constitution. The National Assembly has issued a Resolution stipulating several points for the implementation of the Constitution, clearly stating that the deadline for publication is no later than 15 days from the date of adoption when the amended Constitution takes effect (January 1, 2014). It also stipulates the responsibilities of agencies in organizing the implementation of the Constitution, and the responsibility for disseminating and publicizing the Constitution to ensure its strict compliance and enforcement in all areas of social life.
