Summary of voter opinions submitted to the session.

(Baonghean) - At the 8th session of the Vinh City People's Council, 20th term, 2011-2016, through the city's Fatherland Front system and its members, voters and citizens of the city proposed many issues in the fields of socio-economic development, national defense and security under the authority of city-level agencies and departments.

Regarding economic development and job creation.

Voters suggested that the city continue to implement projects and programs to develop production, helping farmers transition to higher-income economic models; and that support policies for agriculture need to be timely to create practical results. The city should study the planning of a flower and ornamental plant market for flower and ornamental plant growing villages to facilitate product promotion and trading; and invest effectively in clean vegetable farming projects in communes, focusing on industrial-scale production and consumption. Voters also suggested that the city should soon complete the wholesale vegetable and fruit market west of Vinh Market and relocate vegetable and fruit businesses along Hong Son Street to address environmental pollution, ensure urban order, and create a clean and beautiful landscape around Hong Son Street and Hong Son Temple. Attention should also be paid to vocational training tailored to the needs of the city's workforce, especially laborers and children of farmers whose land has been expropriated. While some projects and programs aimed at job creation have been implemented recently, their effectiveness has not been fully realized.

Regarding land, urban development, and infrastructure construction.

Voters have complained that the procedures for issuing land use right certificates to the people, especially the renewal process in communes, are cumbersome. Functional departments have not done a good job of checking and guiding procedures, causing people to have to make multiple trips to supplement their documents, leading to delays. Coordination with wards and communes to review, compare, and correct errors in the non-agricultural land tax assessment is also too slow. Voters also requested that the city strengthen inspection and resolutely handle agencies, units, and businesses that lease land but do not use it for many years or use it inefficiently, causing waste, outstanding land lease debts, and creating complex issues related to social evils, environmental pollution, and public discontent. They also requested attention to facilitating the issuance of land use right certificates for households in some collective housing areas; and consideration of adjusting the planning to allow households in collective housing areas to renovate and repair their houses. Continue directing relevant departments and the People's Committees of wards and communes to seriously implement Directive 05 of the Standing Committee of the City Party Committee, especially to be more coordinated and decisive in handling violations, avoiding the re-encroachment that is still widespread today.

Regarding environmental sanitation, electricity, and water.

Voters have petitioned the city to direct relevant units to regularly strengthen inspection and handling of environmental pollution in industrial zones, industrial clusters, factories, units, hospitals, etc. They also requested a review of the sanitation fee collection targets assigned to wards and communes to ensure accuracy (relatively speaking). Many wards and communes believe the current targets are too high compared to local data, resulting in failure to meet targets and causing difficulties for ward and commune budgets. They also requested that the city not assign the collection of sanitation fees from agencies, units, and businesses to wards and communes, as these wards and communes do not manage this type of activity and lack the authority to handle non-compliance. Furthermore, they proposed transferring the collection to the Nghe An Urban Environment One-Member Limited Company, as was done previously.

Regarding culture, education, and social policies.

Voters have petitioned the city to strengthen its direction to functional departments and wards/communes to strictly handle violations in classified advertising; unlicensed advertising, advertising not in accordance with issued licenses, and the revocation of licenses after the expiration date; and the situation of street vendors using loudspeakers for advertising... which has not been strictly dealt with. The transfer of teachers should be carried out before the start of the school year to ensure stability for schools and teachers; regulations prohibiting illegal tutoring have been issued at all levels, but the management and handling of violations have not been strict. The city's Department of Labor, War Invalids and Social Affairs needs to pay attention to guiding and resolving applications for benefits and policies for war invalids and martyrs in a timely manner, such as: benefits for victims of Dioxin poisoning; and Prime Minister's Decision No. 62/2011 on benefits and policies for those who participated in the war to protect the Fatherland... after April 30, 1975, and have been demobilized and returned to their localities.

Administrative reform

Voters believe that the professional competence and public service ethics of some city and ward/commune officials and employees are slow to improve. The compliance with administrative orders by some departments, units, and ward/commune People's Committees is not strict, with some shirking responsibility and failing to take action. While the rate of resolving citizens' complaints and denunciations at the city and ward/commune levels is high (94.3% and 93.6%), many cases remain unresolved and untimely, leading to frustration among complainants. In some cases, the City People's Committee has issued strong directives and numerous documents urging action, but some departments, units, and ward/commune People's Committees have either failed to comply or shirked responsibility, causing delays in resolving complaints and denunciations. In some exceptional cases, the process has been prolonged, violating the Law on Complaints and Denunciations.
