(Baonghean) - The 8th session of the Vinh City People's Council, term XX, 2011 - 2016, through the city's Fatherland Front system and its members, voters and people of the city proposed many issues in the fields of socio-economics, national defense and security under the authority of the city's levels and sectors.

On economic development and employment

Voters recommended that the city continue to have projects and plans for production development to help farmers convert to high-income economic models; support policies for agriculture need to be timely to create practical effects. The city needs to study and plan flower and ornamental plant markets for flower and ornamental plant craft villages to create conditions for introducing, promoting products and trading; effectively invest in clean vegetable growing projects in communes in an industrial direction, from investment to production and consumption. Voters also recommended that the city should soon complete the fruit and vegetable wholesale market west of Vinh market's main hall and put fruit and vegetable businesses on Hong Son street into business to solve environmental pollution, ensure urban order and create a clean and beautiful landscape in the area of ​​Hong Son street and Hong Son temple. Pay attention to vocational training suitable to the needs of the city's workers, especially workers and children of farmers whose land has been recovered. In the past, there have been a number of projects and plans on job creation but they have not been promoted.

On land, urban areas, basic construction

Voters reflected that the procedures for granting land use right certificates to people, especially the issuance and exchange of land use right certificates to communes, are still cumbersome, and functional departments have not done a good job of checking and guiding procedures, so people have to go back and forth many times to supplement their documents, leading to slow progress. Coordination with wards and communes to review, compare, and adjust errors in the establishment of non-agricultural land tax sets is too slow. Voters also recommended that the city strengthen inspection work and resolutely handle agencies, units, and enterprises that have rented land but have not used it for many years or used it ineffectively, causing waste, arrears in land rent, giving rise to complicated points regarding social responsibility, environmental pollution, and causing resentment among the people. Pay attention to creating conditions for granting land use right certificates to households in some collective housing areas; at the same time, consider adjusting planning so that households in collective housing areas can renovate and repair their houses. Continue to direct relevant sectors, People's Committees of wards and communes to seriously implement Directive 05 of the Standing Committee of the City Party Committee, especially to be more synchronous and drastic in handling violations, avoiding the re-encroachment that is still common as it is today.

About environmental sanitation, electricity, water

Voters recommended that the city should direct relevant units to regularly strengthen inspection and handling of environmental pollution in industrial parks, industrial clusters, factories, units, hospitals, etc. Organize a review of the assignment of sanitation fee collection targets to wards and communes to ensure (relative) accuracy; many wards and communes said that the city's current assigned targets are too high compared to the actual data of the locality, so the collection does not meet the target, causing difficulties for the ward and commune budgets; request the city not to assign the collection of sanitation fees of agencies, units and enterprises to wards and communes because wards and communes do not manage this type of business and do not have the authority to handle if they do not comply; request to transfer to Nghe An Urban Environment One Member Co., Ltd. to collect as before....

On culture, education, social policy

Voters recommended that the city should strengthen the direction of functional departments, wards and communes to focus on strictly handling violations in classified advertising; advertising without a license, advertising not in accordance with the issued license, revoked after the expiration of the advertising period; the situation of street vendors using loudspeakers for advertising... has not been strictly handled. The transfer of teachers needs to be done before the school year starts so that schools and teachers can stabilize; all levels have regulations prohibiting illegal tutoring, but the management and handling of violations are not strict. The city's Department of Labor, Invalids and Social Affairs needs to pay attention to guiding and handling applications for benefits and policies for meritorious people for beneficiaries in a timely manner, such as: benefits for victims of Dioxin; Decision No. 62/2011 of the Prime Minister on benefits and policies for those who participated in the war to protect the Fatherland... after April 30, 1975 and have been demobilized and returned to their localities.

Administrative reform work

Voters believe that the professional capacity and public ethics of some city, ward and commune officials, civil servants and public employees are slow to be improved. The compliance with administrative orders of some departments, units and ward and commune People's Committees is not strict, responsibility is still being passed on and not handled. The settlement of complaints and denunciations of citizens in the city, ward and commune has reached a high rate (94.3% and 93.6%), but there are still many cases that have not been resolved promptly and thoroughly, leading to complaints and denunciations. In some cases, the City People's Committee has directed strongly and issued many documents urging, but some departments, units and ward and commune People's Committees have not complied or passed on, causing delays in the settlement of complaints and denunciations, in some cases the time is prolonged, violating the Law on Complaints and Denunciations.
