Provincial Inspectorate: High results in resolving complaints and denunciations.

(Baonghean) - To resolve complaints and denunciations, the Provincial Inspectorate has promoted the sense of responsibility of its officials and employees, closely coordinating with functional agencies and local authorities; as a result, 96.1% of the complaints have been resolved...

Thanks to the responsible efforts of officials and civil servants, in 2014, the Nghe An Inspection Department advised administrative agencies in the province to receive 5,585 citizens; received and processed 7,306 letters and petitions of various types; and advised competent authorities to resolve 347 cases of complaints and denunciations, achieving a 96.1% success rate. In addition, the department conducted 186 socio-economic inspections at 686 units; through these inspections, economic violations totaling 42.1 billion VND were discovered (of which: 19.9 billion VND was recommended for recovery, and 22.1 billion VND was handled through other means), and 15.6 billion VND was recovered. Simultaneously, 1,160 specialized inspections and audits were conducted at 13,575 organizations and individuals, uncovering violations with a total amount of 71.1 billion VND to be processed (including: recommended recovery of 33.6 billion VND, administrative fines of 23.3 billion VND, and handling of seized assets of 4.5 billion VND). Of this amount, 32.1 billion VND out of 33.6 billion VND has been recovered. 100 inspections were conducted to assess the responsibility of heads of departments and agencies at all levels in complying with the law, linked to the inspection of the performance of duties and tasks by officials and civil servants in 151 units, aiming to promptly detect violations and shortcomings and recommend corrective actions. Recommendations were made to the Provincial People's Committee to issue, amend, and supplement mechanisms and policies in management, direction, and operation to improve the effectiveness and efficiency of state management.

However, the figures mentioned above demonstrate the enormous workload undertaken and completed by the Inspection sector. In addition, the sector has strengthened the integration of anti-corruption efforts with inspection work and the handling of complaints and denunciations through various specific measures, such as: actively advising competent authorities on the development of plans to effectively implement preventive measures; strengthening the inspection of the responsibilities of heads of all levels and sectors in complying with the law, linked to the inspection of the performance of official duties and tasks by officials and civil servants; paying attention to checking, urging, and directing the implementation of inspection conclusions and legally effective handling decisions; and continuing to urge the recovery of discovered misappropriated budget funds. In 2014, the Provincial Inspectorate alone successfully recovered nearly 1.3 billion VND into the state budget from legally effective inspection decisions and conclusions, and the resolution of complaints and denunciations, especially those decisions and conclusions issued since the Provincial Party Committee's Standing Committee issued Directive 15 CT/TU on May 15, 2008, on strengthening post-inspection and audit handling.

In addition to achievements in professional work, in 2014, continuing the tradition of unity and overcoming difficulties, the Inspectorate achieved outstanding results in patriotic emulation movements across various fields of work. Most notably, this was evident in the work of building a strong workforce, training, fostering, and developing the team of cadres and civil servants; actively reforming the administrative system, and implementing grassroots democracy regulations... From this, the Inspectorate continued to build a strong agency in many aspects, improving the quality of its work; contributing to limiting the occurrence and effectively resolving complaints and denunciations; preventing, deterring, and promptly detecting and handling cases of violations, negative behaviors, corruption, and waste; and enhancing the effectiveness and efficiency of state management at all levels and sectors. These results contributed to stabilizing the political security and social order in the province. This has been acknowledged and highly appreciated by the Provincial Party Committee, the Provincial People's Committee, agencies, units, and organizations in the province, and the Government Inspectorate.

Along with the growth and development of the Vietnamese inspection sector, the Nghe An inspection sector has been affirming its rich tradition with outstanding achievements and important contributions to the construction and development of the province. The sector comprises 39 inspection organizations with 286 officials, civil servants, and inspectors, of whom 97% hold a university degree or higher. Many have received postgraduate training, second-degree university degrees, advanced political and administrative theory training, state management knowledge, and other relevant knowledge to meet the demands of their assigned tasks. In recent years, the Nghe An Provincial Inspection Department has been awarded many prestigious honors by the Party and State: the title "Hero of Labor in the Renovation Period"; the Second and Third Class Independence Orders; the First, Second, and Third Class Labor Orders; 9 Excellent Emulation Flags from the Government; and numerous Emulation Flags and Certificates of Merit from the Government Inspectorate and the Provincial People's Committee for outstanding achievements in various fields of work. In 2013, the Inspectorate of Nghe An province was once again honored to receive the Flag of Excellence for leading the emulation movement from the Government.

To further build upon the achievements made, in the coming period, the Nghe An Inspection Department has identified key tasks, continuing to advise and direct the effective implementation of legal regulations on inspection, citizen reception, and handling of complaints and denunciations, and preventing and combating corruption; advising on the effective implementation of Directive No. 35-CT/T.Ư dated May 26, 2014, of the Politburo on strengthening the Party's leadership over citizen reception and handling of complaints and denunciations; Resolution No. 39/2012/QH13 dated November 23, 2012, of the National Assembly on continuing to improve the effectiveness and efficiency of implementing policies and laws in citizen reception and handling of complaints and denunciations regarding administrative decisions on land; and Directive No. 14/CT-TTg dated May 18, 2012, of the Prime Minister on rectifying and improving the effectiveness of citizen reception and handling of complaints and denunciations. Directives of the Provincial Party Standing Committee: Directive 21-CT/TU dated September 3, 2014, on strengthening leadership and guidance over internal affairs work to better serve the Party Congresses at all levels for the 2015-2020 term; Directive 22-CT/TU dated September 9, 2014, on strengthening the Party's leadership and guidance over anti-corruption work; and Directive 23-CT/TU dated September 9, 2014, on strengthening the Party's leadership over citizen reception and handling of complaints and denunciations; Plans of the Provincial People's Committee: Plan for implementing the Law on Citizen Reception (issued together with Decision No. 3571/QĐ-UBND dated July 30, 2014). Plan No. 531/KH-UBND dated October 10, 2013, on inspecting, reviewing, and advising on the definitive resolution of outstanding, complex, and protracted cases; Plan No. 531/KH-UBND dated October 7, 2014, on implementing the Directives of the Provincial Party Standing Committee on internal affairs, handling complaints and denunciations, and preventing and combating corruption; Plans for implementing the National Strategy on preventing and combating corruption; Decision No. 1140/QĐ-UBND dated March 27, 2014, on implementing the "Project to continue strengthening the dissemination and education of law on complaints and denunciations at the commune, ward, and town levels in Nghe An province during the 2013-2016 period".

In response to the assigned tasks, each official and inspector in the sector must continue to improve their professional skills, strive to overcome all difficulties and challenges, cultivate virtue, maintain unity and consensus in action, and endeavor to excellently fulfill all assigned tasks. Successfully completing assigned tasks contributes to stabilizing the political security and social order in the province, working together with the Party Committee and people of the province to focus on socio-economic development, achieving the targets set by the Provincial Party Congress; further affirming the trust and deserving the title of "Hero of Labor," and serving as a leading example in the patriotic emulation movement in the homeland of our beloved President Ho Chi Minh.
