Dien Chau: Many communes have not implemented road usage fee collection.
(Baonghean.vn) - Continuing the program of monitoring the implementation of the Provincial People's Council's Resolutions on the collection of certain fees and charges in the province, on the afternoon of April 9th, the Economic and Social Committee of the Provincial People's Council, led by Mr. Tran Quoc Chung - Deputy Head of the Economic and Budget Committee, held a working session in Dien Chau district.
Joining the delegation were Comrade Le Minh Thong - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Inspection Committee; and representatives from the Departments of Finance and Transport.

According to the district's report, the collection of road maintenance fees in Dien Chau district in 2013 only reached 17% of the provincial target, equivalent to over 463/2,715 million VND. In 2014, the collection reached 70.7% of the provincial target, equivalent to 2,158/3,053 million VND. Currently, the district has also started collecting fees for 2015 and is continuing to collect fees from vehicles that have not paid road maintenance fees for the years 2013 and 2014.

Regarding the collection of environmental protection fees for domestic wastewater, currently only Dien Chau Water Supply Company Limited is implementing it, with contributions totaling over 120 million VND in 2013 and 2014. The five water treatment plants operating in the communes have not yet implemented this. However, the collection of vehicle registration fees for cars with fewer than 10 seats is being carried out quite seriously, ensuring 100% compliance for first-time and subsequent registrations.

During the working session, the supervisory delegation requested Dien Chau district to clarify the reasons for the collection of road usage fees in the district, noting that some communes achieved high results, some low, and some did not implement the fee collection at all (in 2013, 30 out of 39 communes did not implement the fee collection, and in 2014, 3 communes did not). Given this situation, what measures has the district taken to rectify the situation in units that did not implement the fee collection and to commend those that performed well? How is the road maintenance fund allocated by the province used for road repair, upgrading, and maintenance? Does the process of repairing and upgrading the projects comply with the procedures and regulations of the Law on Basic Construction Investment...?

The inspection team also requested the district to clarify the reasons why the collection of environmental protection fees for domestic wastewater associated with water supply and sales facilities has not been fully implemented, with 5 facilities still failing to comply. At the same time, they requested the district to take more decisive measures to direct and urge compliance, focusing on strengthening propaganda efforts to ensure that the Provincial People's Council's resolutions continue to be implemented seriously and effectively.
