Dien Chau: Many communes do not implement road usage fee collection

(Baonghean.vn) - Continuing the program of monitoring the implementation of the Resolutions of the Provincial People's Council on the collection of some fees and charges in the province, on the afternoon of April 9, the Economic - Social Committee of the Provincial People's Council led by Mr. Tran Quoc Chung - Deputy Head of the Economic - Budget Committee had a working program in Dien Chau district.

Also joining the delegation were comrade Le Minh Thong - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee; representatives of the Department of Finance, Department of Transport.

Overview of the work

According to the district's report, the implementation of road maintenance fee collection in Dien Chau district in 2013 only achieved 17% of the province's estimate, equivalent to more than 463/2,715 million VND. In 2014, the collection reached 70.7% of the province's estimate, equivalent to 2,158/3,053 million VND. Currently, the district has also implemented the collection in 2015 and continues to collect for vehicles that have not paid road fees in 2013 and 2014.

Representative of Dien Chau District Finance Department reported on the implementation of fee collection and charges in the district.

Currently, only Dien Chau Water Supply One Member Co., Ltd. has collected environmental protection fees for domestic wastewater, with the amount of contribution in 2013 and 2014 being more than 120 million VND. The tap water factories operating in the communes (5 factories) have not yet done so. Particularly, the collection of registration fees for cars with less than 10 seats is carried out quite seriously, ensuring 100% for vehicles registered for the first time and the second time or more.

Vice Chairwoman of the District People's Committee Hoang Thi Huong proposed to the monitoring delegation a number of issues to more effectively implement the Resolutions of the Provincial People's Council on fee and charge collection.

At the meeting, the monitoring delegation requested Dien Chau district to clarify the reasons for collecting road use fees in the district, some communes achieved high results, some communes achieved low results and some communes did not implement (in 2013, 30/39 communes and in 2014, 3 communes did not implement road use fee collection). Given the reality, what measures has the district taken to rectify units that did not implement and commend units that did well; how to use the road maintenance fund allocated by the province to repair, upgrade and maintain roads; did the process of repairing and upgrading works ensure the procedures and regulations according to the law on investment in basic construction...?

Deputy Head of the Economic - Budget Committee of the Provincial People's Council Tran Quoc Chung requested the district to clarify a number of issues.

Representatives of the Department of Finance answered and clarified some recommendations of the district.

The monitoring team also requested the district to clarify the reasons for the incomplete collection of environmental protection fees for domestic wastewater associated with clean water supply and sale establishments, with 5 establishments yet to implement. At the same time, the district was required to have more drastic direction and supervision measures, focusing on promoting propaganda work so that the Resolutions of the Provincial People's Council continue to be seriously and effectively implemented.

The monitoring team visited the upgraded and repaired roads from the road maintenance fund in Dien Kim and Dien Hong communes.
