Through the discussion, it was found that the implementation of road maintenance fee collection in the district still encountered some difficulties. The result of collection in 2013 and 2014 was nearly 532 million VND, of which the collection in 2014 was lower than in 2013. There are some communes that have not yet collected. Regarding the collection of registration fees for cars with less than 10 seats in the area, there are only 18 vehicles registered for the first time and 18 vehicles registered for the second time, with a total collection of more than 1.46 billion VND.

Environmental protection fees for domestic wastewater have not yet been implemented because the current domestic water price in Hoa Binh town is too high.

At the meeting, the monitoring team and Tuong Duong district discussed and clarified some of the difficulties that are arising. That is, the implementation of road maintenance fee collection with exemption and reduction policies for poor households is creating jealousy, especially for near-poor households, not creating consensus among the people. The statistics of vehicles and the classification of collection and exemption subjects due to the large area are difficult to manage. In some communes, there is a lack of determination in directing the collection, so all vehicles are not counted. The collection of registration fees for cars with less than 10 seats due to untimely price updates makes it difficult to determine the price for calculating the registration fee.

The monitoring team requested the district to coordinate with the police force to accurately count motorbikes. Clarify which households must pay fees and which are exempted so that people understand and support, creating favorable conditions for local authorities to collect. Pay attention to managing the investment in construction of works and projects using road maintenance funds, ensuring quality and promoting usage value, meeting people's travel needs.
