Supervision of fee and charge collection in Tuong Duong district.
(Baonghean.vn) - Implementing the program to monitor the implementation of the Provincial People's Council's Resolutions on the collection of certain fees and charges in the province, on the morning of April 7th, the Economic and Social Committee of the Provincial People's Council, led by Mr. Tran Quoc Chung - Deputy Head of the Economic and Budget Committee, held a working session in Tuong Duong district.
Joining the delegation were Comrade Le Minh Thong - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Inspection Committee; and representatives from the Departments of Finance and Transport.

The discussions revealed that the collection of road maintenance fees in the district still faces some difficulties. The total revenue collected in 2013 and 2014 was nearly 532 million VND, with the 2014 collection being lower than the 2013 collection. Some communes remain uncollected. Regarding vehicle registration fees for cars with fewer than 10 seats, only 18 vehicles were registered for the first time and 18 vehicles for the second time, with a total revenue of over 1.46 billion VND.
The environmental protection fee for domestic wastewater has not yet been implemented because the current price of domestic water in Hoa Binh town is too high.

During the working session, the supervisory delegation and Tuong Duong district exchanged views and clarified several existing difficulties. These included the implementation of road maintenance fee collection with exemptions for poor households, which is creating resentment, especially among near-poor households, and failing to gain public consensus. The statistical data collection and classification of vehicles for collection and exemptions is difficult to manage due to the large geographical area. In some communes, a lack of decisive leadership in implementing the collection has resulted in incomplete vehicle inventory. Furthermore, the collection of vehicle registration fees for cars with fewer than 10 seats is difficult due to the untimely updating of prices, hindering the determination of the taxable value.

The inspection team requested the district to coordinate with the police force to accurately count the number of motorcycles. They also requested clarification on which households are required to pay the fee and which are exempt, so that the people understand and support the process, creating favorable conditions for local collection. Furthermore, they emphasized the importance of managing the investment and construction of projects using the road maintenance fund, ensuring quality and maximizing their usability to meet the transportation needs of the people.
Before the meeting with the District People's Committee, the delegation visited several road maintenance projects that had been repaired and renovated using funds from the road maintenance fund in Yen Na and Yen Hoa communes.
