Promoting the role of legal libraries in Nghi Hop

(Baonghean) - Showing us the books in the village's legal library, Mr. Vo Van Hieu, Secretary of the Party Branch of Hamlet 3, Nghi Hop Commune (Nghi Loc District), said: This library was built in 2008 and has been maintained until now. During meetings at the village's cultural center, the people of Hamlet 3 take the opportunity to choose good and suitable books from the legal library to read.

These books provide people with a better understanding of Land Law, Marriage and Family Law, Gender Equality Law, and even scientific and technical knowledge in production and livestock farming. Especially during Party congresses at all levels, the policies and directives from higher authorities are of great interest to the people. Many concerns about land policies, environmental resources, marriage and family, etc., are addressed by specific laws in these legal books, which is why people strongly support the establishment of these libraries.

To enhance the effectiveness of the local legal library, the People's Committee of the commune has assigned the Justice Department to regularly inspect the construction, management, and utilization of the legal library in each hamlet annually, contributing to improving the quality and effectiveness of the legal library at the grassroots level.

However, due to limited funding for building libraries and purchasing legal books, the number of books in the villages is still small, failing to fully meet the people's needs for information. Furthermore, the continuous amendment and supplementation of legal documents makes updating or replacing them to suit the current situation difficult, failing to promptly meet the needs of the people when necessary.

According to statistics, the commune currently has 14 bookshelves, including 3 located at the Commune People's Committee and 11 at the village cultural centers. The number of books ranges from approximately 300 to 500. The books mainly consist of legal documents directly related to the people and local management activities. In addition, instructional materials on applying technological advancements to production and new economic models introduced through books and newspapers have been read and effectively applied by the people in their production, contributing to the successful implementation of the local socio-economic development goals.

To effectively utilize and promote the legal library, the commune's Justice and Civil Registry officials select and compile the content of newly enacted legal documents monthly. In particular, legal documents related to daily life, economy, and society that are of interest to the people are broadcast on the commune's radio station and printed in multiple copies to be sent to the library for people to study during neighborhood meetings.

Mr. Nguyen Thai Hoi, a judicial officer of Nghi Hop commune, said: "In the coming time, the commune's judicial committee will continue to advise the commune People's Committee to have timely support mechanisms to invest in more new books, suitable to the aspirations of the people, especially books on Civil Law, Criminal Law, and the Constitution of the Socialist Republic of Vietnam…".

Establishing and maintaining legal libraries at the grassroots level is an effective form of legal dissemination and education, contributing to helping officials and citizens access the law more deeply, conveniently, and comprehensively. This is also a channel of dissemination that Nghi Hop has been and continues to develop and expand.
