Through the monitoring session, the staff of Notary Office No. 2 also recommended that agencies related to the registration of property ownership rights attached to land should increase propaganda, guidance and create favorable conditions for people in registering property ownership rights, so that notarization can be carried out more smoothly, avoiding disputes and risks in performing tasks.

Continuing the supervision of notary offices located in Dien Chau district, on the afternoon of September 17, the Supervisory delegation including the Legal Committee of the People's Council and the National Assembly Delegation in coordination with the Department of Justice had a working session to supervise the operation of Phu Dien Notary Office - Dien Chau district.

Phu Dien Notary Office was established in 2011 to reduce the burden on Notary Office No. 2I in the area. Since its official operation, Phu Dien Notary Office has always updated legal documents related to notarization and certification and ensured notarization in accordance with the law. The work of preserving and archiving records at Phu Dien Notary Office is scientific, so data information on contracts and transactions related to real estate has been provided quickly. All records that the office has certified in the past have not been disputed in court.

Mr. Phan Duc Quang - Head of Phu Dien Notary Office informed about the office's operations from the time it started operating until now.

During the monitoring process, the monitoring team noted shortcomings such as the lack of a file index, no documents to prove the owner's right to own or use the property. The notarization of the mortgage contract appendix was not in accordance with the prescribed format; instead of the item name being "Amendment and supplement document", it was titled "Contract appendix". There was no decision declaring the loss of civil capacity by the Court, but the guardian of the person with no civil capacity signed the contract; there was no price list of notarization fees. Regarding notarization fees, there were also some documents that were not in accordance with the regulations issued by the Ministry of Finance.

Mr. Cao Minh Thong - Head of the Notary Office of Dien Chau district acknowledged the achievements of Phu Dien Office in recent times and expressed concern about the appointment of a second notary at the office.

During the monitoring session, members of the delegation raised some concerns about the Office's implementation of State tax obligations and the roadmap for recruiting new staff to meet the requirements of the task. Currently, a notary office must have at least two notaries, but since 2011, the office has only had one notary. By 2017, according to the law, will the office meet the personnel requirements?

Comrade Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council said that the office needs to complete some procedures to avoid mistakes in the future.

Through the monitoring session, the Notary Office also hopes that all levels and sectors will create conditions to soon complete the roadmap for appointing the second notary.
