Notary Office No. 2 was established and started operating in 2003. The operation of the notary office has helped reduce the burden on the units receiving people to process documents and petitions of communes and districts in the region. Since officially coming into operation, the unit has complied with the provisions of the law on notarization of transaction contracts and translations: Strictly implementing the Notary Law, other Laws, codes and related documents.
During the notarization process, the staff of Notary Office No. 2 did not let citizens wait long. The public posting of notarization procedures and fee levels were carried out clearly and completely, making it convenient for individuals and organizations to follow.

Continuing the supervision of notary offices located in Dien Chau district, on the afternoon of September 17, the Supervisory delegation including the Legal Committee of the People's Council and the National Assembly Delegation in coordination with the Department of Justice had a working session to supervise the operation of Phu Dien Notary Office - Dien Chau district.

Phu Dien Notary Office was established in 2011 to reduce the workload for Notary Office No. 2I in the area. Since its official operation, Phu Dien Notary Office has always updated legal documents related to notarization, authentication and ensuring notarization in accordance with the law. The work of preserving and archiving records at Phu Dien Notary Office is done scientifically, so data information on contracts and transactions related to real estate has been provided quickly. All records that the office has authenticated in the past have not been disputed in court.

During the monitoring process, the monitoring team noted shortcomings such as the lack of a file index, no documents to prove the owner's right to own or use the property. The notarization of the mortgage contract appendix was not in the correct format, instead of the item name being "Amendment and supplement document", it was titled "Contract appendix". There was no decision by the Court declaring the loss of civil capacity, but the guardian of the person without civil capacity signed the contract; there was no price list of notarization fees. Regarding notarization fees, there were also some documents that were not in accordance with the regulations issued by the Ministry of Finance.

During the monitoring session, the members of the delegation raised some concerns about the Office's implementation of State tax obligations and the roadmap for recruiting new staff to meet the required tasks. Currently, a notary office must have two or more notaries, but from 2011 to now, the office has only had one notary. By 2017, according to the law, will the office be able to meet the staffing requirements?
