Quynh Phuong (Quynh Luu) is a coastal commune, the Party Committee has 15 Party cells, 237 Party members, operating in 11 village Party cells and 4 school Party cells. In recent years, in general, the Party cells have maintained their working regime, gradually innovated their content, and maintained their leadership role in all areas. However, there are still some Party cells that do not strictly follow the regulations on working regime, the percentage of Party members attending Party cell meetings is not sufficient, young Party members are often absent from meetings and rarely express their opinions.

The content of the meeting has not been well prepared, the issues discussed are not close to practical requirements. The assessment of the implementation of the socio-economic tasks of the Party cell is still general, and has not proposed appropriate policies and measures. Some Party cells still focus on giving opinions to the Commune People's Committee and discussing issues under the authority of higher levels, not discussing specific tasks in their own village or unit, and have not had specialized forms of activities, so the content of the meeting is not convincing.

Faced with that situation, the Party Committee of Quynh Phuong commune has developed Project No. 02-DA/DU dated November 4, 2010 on Improving the quality of activities and leadership capacity in Party cells, building a clean and strong political system in the period of 2011-2015. The project clearly states that the content of Party cell activities focuses on 3 main issues. Party cells not only organize for Party members to study and fully grasp the Party's guidelines, resolutions, directives, policies and laws of the State, but also have to contact and develop programs and implementation plans in the Party cells. Maintaining a regular regime of reading newspapers and talking about current events before each meeting helps Party members promptly grasp the situation in the country and in the province.

For village and hamlet party cells, it is necessary to focus on measures to quickly apply scientific and technological advances to production, business, develop small-scale industry and services, change occupational structure, mobilize and use people's contributions to build infrastructure. Build a cultural lifestyle, implement family planning, environmental sanitation, prevent social evils, maintain security and order, build safe villages, masters, ready to fight, and consolidate socio-political organizations.

Regarding the building of Party cells, each Party cell must develop the operating regulations of the Party cell executive committee, annual, quarterly, monthly and thematic work programs, maintain the order of Party cell executive committee activities, Party cell activities, and comment on Party members of agencies and units introducing activities at their place of residence. Determining that the Party cell secretary has a decisive role in the quality of Party cell activities, the Party Committee of Quynh Phuong commune also focuses on building a team of "exemplary leaders" in the direction of rejuvenation, organizing training to improve the professional qualifications of Party cell secretaries and Party cell executive committees, promptly replacing comrades with limited capacity and not capable of completing tasks.

Quynh Phuong Commune Party Committee Secretary Ho Ngoc Trung said that the project was born and put into practice not long ago but the initial results were very positive. The leadership capacity and fighting strength of the grassroots party organization and the quality of the cadres and party members in Quynh Phuong were improved in both quality and quantity. The dissemination and study of directives and resolutions were seriously implemented by 100% of party cells in conjunction with the implementation of the Campaign "Studying and following the moral example of Ho Chi Minh".

The Party cell's activities have been maintained, the content and form of activities have been innovated, and the assignment of Party members to be in charge of mass organizations has changed significantly. The work of recruiting new quality Party members has been given top priority and included in the annual emulation evaluation criteria of the Party grassroots organization. In the first 9 months of the year, Quynh Phuong Party Committee recruited 9 new Party members (ranked second in the district), over 80% of Party cells achieved clean and strong status.

As for the Quyet Tien Party Cell, which has been facing many difficulties in its activities due to the small number of party members (6 comrades), mainly the elderly or sick, the Commune Party Committee has added a number of young party members from adjacent Party Cells and a comrade who is the Vice Chairman of the Commune People's Committee to participate in this Party Cell... The innovation and improvement of the quality of content and activities of each Party Cell not only gradually consolidates and enhances the leadership capacity and fighting strength of grassroots Party organizations and Party members but also contributes to helping the Quynh Phuong Party Cell and people successfully carry out political tasks, bringing resolutions of Party Congresses at all levels into life.
