Quynh Phuong with the Improvement Projectquality of Party branch activities

Quynh Phuong (Quynh Luu district) is a coastal commune. Its Party Committee comprises 15 branches with 237 members, organized into 11 village branches and 4 school branches. In recent years, generally, the branches have maintained regular meetings, gradually innovating their content and upholding their leadership role in all areas. However, some branches still do not strictly adhere to meeting regulations, with low attendance rates, and young members frequently absent and rarely expressing their opinions.

The content of the meetings was not well-prepared, and the issues discussed were not relevant to practical needs. The evaluation of the Party branch's socio-economic performance was too general, failing to propose appropriate policies and measures. Some Party branches focused heavily on giving feedback to the Commune People's Committee and discussing issues within the authority of higher levels, neglecting specific tasks in their own villages and units. They also lacked thematic meetings, resulting in unconvincing content.

In response to this situation, the Party Committee of Quynh Phuong commune developed Project No. 02-DA/DU dated November 4, 2010, on improving the quality of activities and leadership capacity in Party branches, and building a clean and strong political system in the period 2011-2015. The project clearly outlines three main issues for Party branch activities. Party branches must not only organize for Party members to study and fully understand the Party's guidelines, resolutions, and directives, as well as the State's policies and laws, but also relate them to and develop programs and plans for implementation within the branch. Regularly maintaining a system of reading newspapers and discussing current events before each meeting helps Party members stay informed about the national and provincial situation.

For village and hamlet Party branches, focus should be placed on measures to quickly introduce scientific and technological advancements into production and business, develop small-scale industries and services, transform occupational structures, and mobilize and utilize people's contributions to build infrastructure. This includes building a cultured lifestyle, implementing family planning, environmental sanitation, preventing social evils, maintaining security and order, building safe and self-reliant villages, being ready for combat, and strengthening political and social organizations.

Regarding the development of Party branches, each branch must establish regulations for the operation of its Party committee, annual, quarterly, monthly, and thematic work programs, maintain orderly Party committee and branch meetings, and provide feedback on Party members from agencies and units who are introduced to Party activities in their residential areas. Recognizing the decisive role of the Party branch secretary in the quality of Party branch meetings, the Party Committee of Quynh Phuong commune also focuses on building a team of "exemplary leaders" by rejuvenating them, organizing training to improve the professional skills of Party committee secretaries and branch committee members, and promptly replacing those with limited capabilities or who are unable to fulfill their duties.

According to Ho Ngoc Trung, Secretary of the Party Committee of Quynh Phuong commune, the project has only been in operation for a short time, but the initial results are very promising. The leadership capacity and fighting strength of grassroots party organizations, as well as the quality of cadres and party members in Quynh Phuong, have been improved both in quantity and quality. The implementation of directives and resolutions has been seriously carried out by 100% of party branches, linked to the "Studying and Following the Moral Example of Ho Chi Minh" campaign.

Party branch meetings have been maintained, with many innovations in content and format, and a significant improvement in the assignment of party members to oversee mass organizations. The training and recruitment of new party members has been prioritized and included as a criterion for annual emulation evaluation of grassroots party organizations. In the first nine months of the year, the Quỳnh Phương Party Committee admitted 9 new party members (ranking second in the entire district), and over 80% of party branches achieved the "clean and strong" status.

Specifically, the Quyet Tien Party Branch has historically faced many difficulties in its activities due to the small number of party members (6 comrades), mostly elderly or infirm individuals. The commune Party Committee has added several young party members from neighboring branches and a comrade who is the Vice Chairman of the Commune People's Committee to participate in this branch... The renewal and improvement of the quality of content and activities of each party branch not only gradually strengthens and enhances the leadership capacity and fighting strength of the grassroots party organization and party members, but also contributes to helping the Party Committee and people of Quynh Phuong successfully implement political tasks and bring the resolutions of party congresses at all levels into life.
