(Baonghean)From January 2011 to the present, 58 cases involving 67 individuals violating criminal law have occurred in schools and educational institutions in Vinh City.

Specifically, there were 17 cases of property theft involving 18 suspects; 9 cases of robbery and snatching involving 10 suspects; 6 cases of extortion involving 6 suspects; 21 cases of intentional injury involving 28 suspects; and other types of crimes. Notably, the offenders were diverse: university students, high school students, middle school students, and even teachers. In early 2011, public opinion in Vinh City was shocked to hear that Le Ngoc Quan, a student at Vinh Medical University, had stabbed his girlfriend, Thai Thi Thanh (a fellow student at the same university), to death in their rented room.

Later, Quân attempted suicide with a knife but failed. Furthermore, taking advantage of the development of information technology, many students have written blogs spreading propaganda, slandering the Party, the State, and the regime, seeking to contact and connect with foreign individuals to obtain books, newspapers, and documents, and forming political groups. Conflicts and complaints have arisen in some schools, affecting internal unity and creating negative public opinion. In addition, traffic violations by students remain common, mainly among high school and middle school students. These violations include not wearing helmets, not obeying traffic lights, driving against the flow of traffic, driving motorcycles underage, driving without a license, and carrying more passengers than allowed.


Student life is fraught with complexities that shock many. Many students use fake student ID cards to evade school checks, while using real cards as collateral to borrow money for gambling, such as lottery and betting. Some students living away from home rent rooms without proper management or with poorly controlled landlords, leading to cohabitation. Some lazy high school and middle school students form gangs, and with the influence of bad elements outside of school, they resort to fighting and assaulting each other at the slightest disagreement. Running away from home, students becoming addicted to violent video games, and using foul language are also common occurrences.


The causes stem from the negative impacts of the market economy and the infiltration of unhealthy cultural elements, leading to a carefree and reckless lifestyle among high school and university students. Some students, facing difficult living conditions and high tuition costs, are lured and bribed by unscrupulous individuals. Management shortcomings and a lack of coordination have negatively impacted school security. A segment of staff, teachers, and students lack vigilance and self-control, making them easily incited and manipulated. Furthermore, some schools have not paid sufficient attention to school security.


To effectively ensure school security, a genuine and coordinated effort is needed from all relevant authorities, units, and each individual staff member, teacher, employee, and student, fostering a harmonious relationship between society, family, and school. Schools must improve their management, establish and strictly implement regulations and rules; maintain close contact with students' families and relevant authorities to effectively manage school security, and promptly provide relevant information to the authorities.
