Following guidance documents from higher authorities, on March 5, 2009, the People's Committee of Tuong Duong District issued a Decision establishing the Steering Committee for the implementation of Resolution 30a. The district's Steering Committee meets monthly to evaluate the implementation progress. The district has developed five sub-projects and assigned a chairman and vice-chairmen to oversee them. Based on the approved items, the Steering Committee has implemented models with high potential for sustainable poverty reduction, such as: raising local black pigs, raising wild boars, raising porcupines, and growing grass.

Funding from program 30a supports vocational training in Tuong Duong.
Aiming to improve the intellectual level and vocational training of students and ethnic minorities, in addition to implementing Resolution 30a, integration with various other programs has also been carried out quickly. These include programs to support the learning costs of secondary school students, support training and capacity building for the community, and professional training for agricultural and forestry extension officers.
In order to improve the quality of local officials and serve the implementation of Resolution 30a, Tuong Duong district has rotated 6 officials from various levels and sectors to communes, and recruited 49 young intellectuals to work in particularly difficult communes (of which, 19 have been transferred to become commune civil servants, 1 has been transferred to a project to become a vice chairman of the commune, and 29 are working in the communes).
In addition to accelerating support for production and vocational training, investment in infrastructure development at the district, commune, and village levels has also been prioritized over the past three years.

Besides funding from the central government budget, Tuong Duong district also secured support from three sponsoring businesses with a total value of over 47 billion VND. Specifically, the Vietnam Maritime Corporation contributed 17 billion VND; the Vietnam Foreign Trade Joint Stock Bank (Vietcombank) contributed 26 billion VND for the construction of 8 projects; and the Vietnam Oil and Gas Group contributed 4 billion VND.
Tuong Duong also focuses on projects to support house construction for poor households. To date, the district has built over 2,112 houses out of the planned 2,112 houses, achieving 100% of the target set in Decision 167/2008/QD-TTg.
With the achievements made, the most noticeable change in Tuong Duong today is the improved living standards of the people, especially for poor households. While the poverty rate was 57.4% in 2009, it had decreased to 48% by 2011. Many infrastructure projects have been built, creating favorable conditions for socio-economic development in the area.
Despite achieving positive results, the administrative capacity of some communes remains weak, and people lack the motivation to overcome poverty and apply scientific advancements to agricultural production. Therefore, the effectiveness of implementing Resolution 30a has not been as desired.
