Need to replicate effective models

(Baonghean) - Resolution 30a of the Government on supporting rapid and sustainable poverty reduction in Tuong Duong district, after 3 years of implementation, has brought about results, creating motivation for ethnic minorities in this mountainous area to soon stabilize their lives, develop the economy, helping poor households to be excited and confident in the policies of the Party and State in the fight against hunger and poverty reduction...

After receiving guidance documents from superiors, on March 5, 2009, the People's Committee of Tuong Duong district issued a Decision to establish a Steering Committee (SC) to implement Resolution 30a. The SC meets monthly to evaluate the implementation. The district has developed 5 sub-projects and assigned a chairman and vice chairmen to be in charge. Based on the approved items, the SC has implemented models with high advantages in sustainable poverty reduction, such as: models of raising local black pigs, raising wild pigs, raising porcupines, and growing grass.

30a Fund supports vocational training in Tuong Duong.

Aiming at the goal of improving people's knowledge and providing vocational training for students and ethnic minorities, in addition to implementing Resolution 30a, integration with various programs is also being carried out quickly. These include programs to support tuition fees for high school students, support training, improve community capacity, and provide professional training for agricultural and forestry extension officers.

In order to improve the quality of local staff, serving the implementation of Resolution 30a, Tuong Duong district has transferred 6 officials from all levels and sectors to communes, recruited 49 young intellectuals to work in communes with special difficulties (of which, 19 people have transferred to work as commune civil servants, 1 person has transferred to the project to work as commune vice chairman, and 29 people work in communes).

In addition to accelerating production support and vocational training, investment in infrastructure construction in districts, communes and villages in the past 3 years has also been focused on.

In addition to the capital provided by the central budget, Tuong Duong district also received support from 3 sponsoring enterprises with a total value of more than 47 billion VND. Of which, Vietnam National Shipping Lines supported 17 billion VND; Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) supported 26 billion VND to build 8 projects; Vietnam Oil and Gas Group supported 4 billion VND.

Tuong Duong also focuses on projects to support housing construction for poor households. Up to now, the district has built over 2,112 houses/plan of 2,112 houses, reaching 100% according to Decision 167/2008/QD-TTg.

With what has been done, in Tuong Duong today, the most easily noticeable thing is that people's lives have had certain changes, especially for poor households. If in 2009 the poverty rate was 57.4%, then by 2011 it had decreased to 48%. Many basic, physical and infrastructure works have been built, creating conditions for economic and social development in the area.

Although positive results have been achieved, the management capacity of some communes is still weak, people still lack motivation to escape poverty and apply scientific advances to agricultural production. Therefore, the effectiveness of the implementation of Resolution 30a has not been as expected.
