(Baonghean) - The Resolution of the Fourth Plenum of the Central Committee of the Party (11th term) "Some urgent issues concerning Party building today" truly meets the requirements and aspirations of cadres, Party members, and our people. This is a continuation of the movement to build and rectify the Party according to Ho Chi Minh's thought so that the Party "is worthy of being the leader and the truly loyal servant of the people."

This time, the Central Committee of the Party bravely pointed out: "Besides the achievements, Party building work still has many limitations, weaknesses, and shortcomings that have persisted through many terms and have been slow to be rectified, diminishing the people's trust in the Party... A significant number of cadres and Party members, including those holding leadership and management positions, and even some high-ranking officials, have deteriorated in terms of political ideology, morality, and lifestyle with various manifestations of fading ideals, falling into selfish individualism, opportunism, pragmatism, pursuing fame and fortune, vying for status, parochialism, corruption, wastefulness, arbitrariness, and lack of principles."


The three urgent issues raised in the Central Committee Resolution No. 4 emphasized: "Resolutely fight to prevent and repel the decline in political ideology, morality, and lifestyle of a significant number of Party members and cadres, especially leading and managing cadres at all levels... Build a team of leading and managing cadres at all levels, especially at the central level... Clearly define the authority and responsibility of the heads of Party committees and governments...". Thus, this time the Central Committee clearly stated: in correcting shortcomings, the correction must begin first at the central level, starting with leading and managing cadres. In building the cadre team, attention must be paid to the team of leading and managing cadres at all levels, especially at the central level. In clearly defining the authority and responsibility of cadres, this must first apply to the heads of Party committees and governments.


Our ancestors often said, "A house leaks from the roof down." The Central Committee Resolution No. 4 doesn't explicitly state this, but it's clear that the Central Committee's spirit emphasizes the need to focus on repairs starting from the central level, from higher levels, and from leading and managing officials at all levels, especially at the central level.


General Secretary Nguyen Phu Trong said: "It is a fierce and arduous struggle taking place within each individual and each organization. It requires the entire Party to make a very high effort, and each individual and collective to have a very strong determination..."


We hope that the Central Resolution No. 4 (11th Congress) will be put into practice, contributing to rectifying and building our Party to be increasingly clean and strong, worthy of being a genuine revolutionary Party founded and nurtured by President Ho Chi Minh.
