"Ensure the Party is always clean and strong in organization"

On the morning of January 25, the National Conference of Cadres on Party building work in 2013 opened in Hanoi.

Speaking at the conference, on behalf of the Politburo and the Secretariat, Standing Secretary of the Secretariat Le Hong Anh acknowledged and commended the achievements that the Party building organization sector has achieved in the past year. The results of the Party building organization work have contributed significantly to the good implementation of Party building tasks and the overall achievements of the country.

Standing member of the Secretariat Le Hong Anh pointed out that besides the above positive results, the Party building and organization work in 2012 still had limitations and weaknesses that needed to be overcome. Research and consultation for the Central Committee and Party Committees to promulgate guidelines, mechanisms and policies on organization, cadres, Party members and internal political protection in accordance with the new situation were still limited and of low quality.

Although there have been many efforts to improve the organizational structure of agencies in the political system, it is still cumbersome, not really streamlined, effective, and has not reduced the staff; functions, tasks, and working relationships are unclear and overlapping. Many policies, mechanisms, regulations, and rules on personnel work that have been issued are not close to reality, difficult to implement, or are implemented in a formal manner, but are slow to advise, inspect, urge, review, amend, and supplement appropriately.

There are still many shortcomings in personnel policies, especially those on salaries, allowances and housing for cadres, civil servants and armed forces. The sector has not yet proposed many highly feasible solutions to overcome the situation of cadres and party members lacking self-cultivation and training, deteriorating in political ideology, ethics and lifestyle, falling into individualism, and failing to fulfill their responsibilities and duties to the Party and the people.
The inspection and supervision of the implementation of regulations, rules and instructions from superiors on party building and organization work have not received active attention and direction. The leadership capacity and fighting strength of grassroots party organizations in many places are still weak.

The work of building and developing new party members and improving the quality of party members has not received due attention; the work of managing party members is not strict, party activities are not disciplined, self-criticism and criticism are weak. The annual assessment of the quality of grassroots party organizations and cadres and party members does not reflect the reality. The work of protecting internal politics still has some limitations, especially the use and management of cadres and party members with problems in political history; the resolution of outstanding internal and current political issues is still slow.

The Standing Secretariat proposed to seriously consider and clearly analyze the causes of the above limitations and weaknesses, and propose practical and feasible solutions to overcome them in the coming time.

Agreeing with the 5 key tasks in 2013 set out by the Central Organizing Committee, the Standing Secretariat emphasized that the Party building organization sector has the function of advising Party committees at all levels on the field of Party building organization, directly the work of organizing and building the contingent of cadres and Party members, protecting internal politics, and at the same time is a specialized and professional agency in these important fields, contributing to ensuring that the Party is always clean and strong in organization. These are tasks with a particularly important position and role.

Standing member of the Secretariat Le Hong Anh suggested that delegates continue to thoroughly grasp and deeply understand this issue, uphold their sense of responsibility, and propose appropriate working plans and measures to carry out and successfully complete assigned tasks.

The Party building organization sector focuses on theoretical research and summarizing practices to advise the Central Executive Committee, the Politburo, the Secretariat, and Party committees at all levels to propose policies and solutions to carry out tasks related to organizational work, cadres, Party members, internal political protection, and innovation in the Party's leadership methods, in which special attention should be paid to continuing to implement solutions on cadre organization and Party activities stated in the 4th Central Resolution (11th tenure) on Party building and promoting the study and following of Ho Chi Minh's moral example.

The sector takes the lead in advising on the preliminary and final review of the Central Committee's resolutions, directives, decisions and regulations on organization and personnel. The sector proposes and recommends solutions to adjust the organizational structure; clearly defines the functions, tasks and organizational models of each organization in the political system, overcomes the situation of overlapping, duplication or vacancy of functions and tasks; advises on building and improving the quality of advisory agencies and staff doing advisory work, especially at the strategic level.

The Central Organizing Committee directed the organization of a summary of the 5th Central Resolution (9th tenure) on innovation and improvement of the quality of the political system at the grassroots level of communes, wards and towns; a preliminary review of the 4th Central Resolution (10th tenure) on innovation and improvement of the organizational apparatus of party agencies, orientations on innovation of the organizational apparatus of state agencies, the Fatherland Front and socio-political organizations, ensuring seriousness and quality, clearly pointing out advantages, limitations, weaknesses and causes, proposing specific policies and solutions to meet practical requirements to submit to the upcoming 7th Central Executive Committee Conference for consideration and decision.

The Central Organizing Committee presided over the development of the Party's election regulations and established sub-committees to prepare for the 12th Party Congress, presenting them to the 8th Central Executive Committee Conference in October 2013.

The Standing Secretariat pointed out that cadre work plays a very important role, is a key step in Party building work, is a decisive factor for the success of the revolution. Therefore, in the coming time, it is recommended that the Party building organization sector continue to synchronously deploy and improve the quality of all stages of cadre work; innovate thinking, methods, overcome weaknesses in each stage of cadre work; advise on amending and supplementing the Politburo's regulations on decentralization of cadre management accordingly.

The sector has carried out well the work of planning and rotating cadres in accordance with the content of Conclusion No. 24-KL/TW of the Politburo on this work; improving the quality of training and fostering cadres. Each Party Committee, agency and unit in the political system must have a program and plan with specific, persistent and painstaking methods to build a cadre team that both meets immediate requirements and prepares a cadre team for the long term.

The sector has done a good job of advising Party committees at all levels to focus on consolidating and improving the leadership capacity and fighting strength of grassroots Party organizations, creating a clear change in the quality of activities of all types of grassroots Party organizations; continuing to innovate and strengthen Party member management and development; paying attention to doing a good job of protecting the Party in terms of politics, ideology and organization.

The Standing Secretariat requested the sector to continue to consolidate and improve the organization of agencies doing Party building work; take care to build and improve the quality of cadres capable of meeting the requirements and tasks in the new situation. Party committees and organizations at all levels, first of all comrades party committee secretaries, party executive committee secretaries, party delegations, and heads of agencies, regularly take care to do well the work of Party organization and building and pay attention to creating favorable conditions for agencies doing Party building work to successfully complete assigned tasks.

According to the work report of the Central Organizing Committee at the conference, in 2012, the Central Organizing Committee and the agencies in charge of Party building and organization nationwide completed all assigned tasks with good quality, including extremely important strategic tasks of the Party, which were implemented for the first time and were highly appreciated by the Central Executive Committee, the Politburo, and the Secretariat, namely advising on the development of the Planning for the Central Executive Committee, the Politburo, the Secretariat and key positions of the Party and State for the 2016-2021 term and the following terms.

The Central Organizing Committee, together with relevant agencies, advised the Central Executive Committee, the Politburo, and the Secretariat to evaluate the effectiveness of the Central Steering Committee on anti-corruption, thereby proposing to improve the quality of this organization's operations; and to establish the Central Internal Affairs Committee and the Central Economic Committee.

The Board proactively researched and developed projects to synchronously innovate all stages of personnel work from assessment, planning, arrangement, use, rotation of cadres, to training, fostering and cadre policies to advise the Politburo, the Secretariat and Party committees at all levels. Some localities and units have innovative new ways of doing things, initially well-regarded by public opinion such as Hanoi, Quang Ninh... The work of building grassroots party organizations and party member work has made progress. Internal political protection work continues to receive attention. The sector regularly takes care of building organizations and cadres to do Party building work to meet task requirements.

In particular, in 2012, the Party building organization sector coordinated with relevant agencies to advise the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels to direct the implementation of the Resolution of the 4th Central Conference (11th tenure) on Party building, achieving some initial results.

Through review, self-criticism and criticism in the spirit of the 4th Central Resolution on Party building, Party committees, Party organizations and Party members have had a deeper and more complete understanding of their strengths, especially their shortcomings, clearly analyzed the causes of shortcomings and limitations, proposed measures to correct and rectify the limitations and weaknesses in Party building work, in land and urban management and socio-economic development management; promptly resolved and issued policies and regulations to handle a number of outstanding and pressing issues; promoted positive factors, tightened discipline, warned, deterred, alerted, prevented and repelled negative behaviors.

In the afternoon, the conference continued to work and discuss, highlighting the results achieved, difficulties and obstacles, deeply analyzing the shortcomings, limitations, causes and lessons learned; proposing measures to lead and direct the implementation of political tasks, and doing well the work of Party organization and building.
