"Ensuring the Party remains clean and strong in organization."
On the morning of January 25th, the National Conference of Cadres on Party Building Work in 2013 opened in Hanoi.

Delivering a speech at the conference, on behalf of the Politburo and the Secretariat, Standing Committee member Le Hong Anh acknowledged and commended the achievements of the Party organization building sector over the past year. The results achieved in Party organization building have made a significant contribution to the successful implementation of Party building tasks and the overall achievements of the country.
Permanent member of the Party Central Committee Secretariat Le Hong Anh pointed out that, in addition to the positive results mentioned above, the work of Party building and organization in 2012 still had limitations and weaknesses that needed to be overcome. The research and advice provided to the Central Committee and Party committees on issuing guidelines, mechanisms, and policies on organization, personnel, Party members, and internal political security, in line with the new situation, were still limited and of low quality.
Despite numerous efforts to improve the organizational structure of agencies within the political system, it remains cumbersome, not truly streamlined or efficient, and has not yet achieved a reduction in staffing levels. Functions, tasks, and working relationships are unclear and often overlapping. Many policies, mechanisms, regulations, and rules concerning personnel management have been issued but are not practical, difficult to implement, or are implemented merely formally. Furthermore, there has been a delay in advising on, inspecting, monitoring, reviewing, amending, and supplementing them to ensure their suitability.
Personnel policies still have many shortcomings, especially policies on salaries, allowances, and housing for officials, civil servants, and members of the armed forces. The sector has not yet proposed many highly feasible solutions to overcome the situation where officials and Party members lack self-cultivation and training, are morally and ideologically corrupt, fall into individualism, and fail to fulfill their responsibilities and duties to the Party and the people.
The inspection and supervision of the implementation of regulations, rules, and guidelines from higher levels regarding party building and organization have not received sufficient active attention. The leadership capacity and fighting strength of grassroots party organizations in many places remain weak.
The work of building and developing new party members and improving the quality of the party membership has not received adequate attention; party member management is not strict enough, party activities are not orderly, and self-criticism and criticism are weak. The annual assessment of the quality of grassroots party organizations and cadres and party members does not accurately reflect the reality. Internal political security work still has some limitations, especially in the use and management of cadres and party members with problematic political histories; resolving outstanding internal and current political issues is slow.
The Standing Committee of the Party Central Committee suggested that it is necessary to seriously consider and clearly analyze the causes of the aforementioned limitations and weaknesses, and propose practical and feasible solutions to overcome them in the future.
Agreeing with the five key tasks for 2013 set forth by the Central Organization Department, the Standing Committee of the Party Central Committee emphasized that the Party organization building sector has the function of advising Party committees at all levels on Party organization building, directly focusing on the organization and development of cadres and Party members, and protecting internal political security. It also serves as a specialized professional agency in these important areas, contributing to ensuring that the Party remains clean and strong in terms of organization. These are tasks of particularly important importance.
Permanent member of the Party Central Committee Secretariat Le Hong Anh requested that delegates continue to thoroughly understand and deeply grasp this issue, uphold a sense of responsibility, and develop appropriate work plans and measures to effectively implement and complete the assigned tasks.
The Party building and organization sector focuses on theoretical research and practical总结 to advise the Central Committee, the Politburo, the Secretariat, and Party committees at all levels on formulating policies and solutions to implement tasks related to organization, personnel, Party members, internal political security, and the renewal of the Party's leadership methods. Particular attention should be paid to continuing to implement solutions on personnel organization and Party activities as outlined in Central Resolution 4 (11th Party Congress) on Party building, and promoting the study and emulation of Ho Chi Minh's moral example.
The sector is responsible for advising on the preliminary and final reviews of resolutions, directives, decisions, and regulations of the Central Committee on organization and personnel. It proposes and recommends solutions for adjusting the organizational structure; clearly defines the functions, tasks, and organizational models of each organization within the political system, overcoming overlapping, duplication, or gaps in functions and tasks; and advises on building and improving the quality of advisory agencies and the staff working in advisory roles, especially at the strategic level.
The Central Organizing Committee directed the organization of a comprehensive review of Central Resolution 5 (9th Congress) on reforming and improving the quality of the political system at the grassroots level in communes, wards, and towns; and a preliminary review of Central Resolution 4 (10th Congress) on reforming and consolidating the organizational structure of Party agencies, and providing guidance on reforming the organizational structure of State agencies, the Fatherland Front, and political and social organizations. The review should be conducted seriously and with high quality, clearly identifying strengths, weaknesses, shortcomings, and their causes, and proposing specific policies and solutions to meet practical requirements, for submission to the upcoming 7th Central Committee Meeting for consideration and decision.
The Central Organizing Committee took the lead in developing the content of the Party's election regulations and establishing subcommittees to prepare for the 12th Party Congress, submitting them to the 8th Central Committee meeting in October 2013.
The Standing Committee of the Party Central Committee emphasized that personnel work plays a crucial role, is a key link in Party building, and is a decisive factor in the success of the revolution. Therefore, in the coming period, it is requested that the Party organization building sector continue to comprehensively implement and improve the quality of all aspects of personnel work; innovate thinking and methods, overcome weaknesses in each aspect of personnel work; and advise on amending and supplementing the Politburo's regulations on the decentralization of personnel management to ensure suitability.
The sector has effectively implemented personnel planning and rotation in accordance with the content of Conclusion No. 24-KL/TW of the Politburo on this work; and improved the quality of personnel training and development. Each Party committee, agency, and unit within the political system must have a program and plan with specific, persistent, and diligent methods to build a team of cadres that meets both immediate needs and prepares a long-term workforce.
The sector has done a good job advising Party committees at all levels to focus on consolidating and improving the leadership capacity and fighting strength of grassroots Party organizations, creating a clear qualitative change in the activities of all types of grassroots Party organizations; continuing to innovate and strengthen the management and development of Party members; and paying attention to doing a good job of protecting the Party in terms of politics, ideology, and organization.
The Standing Committee of the Party Central Committee requested that the sector continue to consolidate and improve the organization of agencies responsible for Party building and organization work; and focus on building and enhancing the quality of cadres to meet the requirements and tasks in the new situation. Party committees and organizations at all levels, especially the Party committee secretaries, secretaries of Party committees and Party groups, and heads of agencies, should regularly focus on doing a good job in Party building and organization work and pay attention to creating favorable conditions for agencies responsible for Party building and organization work to successfully complete their assigned tasks.
According to the Central Organization Department's work report at the conference, in 2012, the Central Organization Department and Party building agencies nationwide comprehensively completed their assigned tasks with good quality, including extremely important strategic tasks of the Party, which were implemented for the first time and highly appreciated by the Central Committee, the Politburo, and the Secretariat. These included advising on the development of the Plan for the Central Committee, the Politburo, the Secretariat, and key positions of the Party and State for the 2016-2021 term and subsequent terms.
The Central Organizing Committee, in collaboration with relevant agencies, advised the Central Committee, the Politburo, and the Secretariat on evaluating the effectiveness of the Central Steering Committee on Anti-Corruption, and subsequently proposed improvements to enhance the organization's operational quality; and established the Central Internal Affairs Committee and the Central Economic Committee.
The Committee proactively researches and develops projects aimed at comprehensively reforming all aspects of personnel work, from evaluation, planning, placement, utilization, and rotation of personnel, to training, development, and personnel policies, in order to advise the Politburo, the Secretariat, and Party committees at all levels. Some localities and units have adopted innovative approaches, initially receiving positive feedback from the public, such as Hanoi and Quang Ninh. The work of building grassroots Party organizations and Party member affairs has shown progressive improvements. Internal political security continues to be a priority. The sector consistently focuses on building organizations and personnel working in Party organization and construction to meet the demands of the task.
In particular, in 2012, the Party building and organization sector coordinated with relevant agencies to advise the Central Committee, the Politburo, the Secretariat, and Party committees at all levels on directing the implementation of Resolution No. 4 of the 11th Central Committee Conference on Party building, achieving some initial results.
Through self-criticism and criticism in the spirit of Central Resolution 4 on Party building, Party committees, Party organizations, and Party members have gained a deeper and more comprehensive understanding of their strengths, especially their weaknesses. They have analyzed and clarified the causes of their shortcomings and limitations, proposed measures to correct and overcome them, and rectified weaknesses in Party building, land and urban management, and socio-economic development; promptly addressed and issued policies and regulations to handle some prominent and pressing issues; promoted positive factors, tightened discipline and order, warned, deterred, and prevented negative behaviors.
In the afternoon, the conference continued its work, discussing and highlighting the achievements, difficulties, and obstacles; deeply analyzing existing shortcomings, limitations, causes, and lessons learned; and proposing measures to lead and direct the implementation of political tasks and improve Party building and organization.
