Accordingly, the Politburo agreed to allow Nghe An to implement many important projects and programs, such as: Developing the Western economy, attracting investment resources, striving for the goal of Nghe An becoming an industrial province by 2020... The Provincial Party Secretary also informed about the important results of the Conference on promoting Korean investment in Nghe An recently held in Hanoi.

However, to complete the development goals, the province needs to increase investment attraction, review some real estate enterprises in implementing their rights and obligations to the state, with "overly suspended" projects that need to be recovered to serve other projects; study support for construction units; consider land valuation; strengthen propaganda to implement population policies. Find positive solutions to have reasonable investment, prioritize solving overloaded hospitals, invest funds for the 700-bed hospital to be completed and put into operation. Delegates agreed with the report on attracting high-quality human resources, but with regional adjustments, considering bonus points.

Delegate of Cua Lo Town reflected that in addition to some contents related to granting land use right certificates and family planning, the delegate said that currently due to the difficult economic situation, there are many projects that are suspended, suspended for a long time, many investors want to enter but do not have land. The Hong Thai SIT project is an example, requesting the Provincial People's Committee to direct and resolve this difficulty.

Violators are spreading widely, not only in coastal areas and parishioners but also in the plains and civil servants. This issue is affecting the competition of all sectors.

Regarding the issue of attracting high-quality human resources, comrade Le Xuan Dai - Vice Chairman of the Provincial People's Committee said that after many years of implementation, Decision 65 of the Provincial People's Committee has achieved results, however, there are still many shortcomings that need to be supplemented, and some contents that need to be considered to be more suitable to practical requirements, creating better efficiency. That is, the shortcomings in adding points between prestigious schools and newly opened schools; There is no mechanism to truly attract talented people, especially professors, associate professors, and doctors.
