Attending the discussion in Group 2 were comrades Ho Duc Phoc – Secretary of the Provincial Party Committee; Tran Hong Chau – Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Le Xuan Dai – Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; and Pham Anh Tuan – Member of the Standing Committee of the Provincial Party Committee and Secretary of the Vinh City Party Committee.

Entering the discussion session, delegate Ho Duc Phoc - Secretary of the Provincial Party Committee - announced several important points from the Politburo's working session with the leaders of the Provincial People's Committee. He particularly emphasized the Politburo's agreement to issue a resolution on Nghe An. Accordingly, the Politburo agreed to allow Nghe An to implement many important programs and projects, such as: developing the economy of the Western region, attracting investment resources, and striving to make Nghe An an industrial province by 2020... The Provincial Party Secretary also informed about the important results of the recent South Korean investment promotion conference in Nghe An held in Hanoi.

During group discussions, delegates agreed with the report on the socio-economic situation in the first six months of the year, as well as the proposed solutions for the last six months. However, to achieve development goals, the province needs to strengthen investment attraction, review the performance of some real estate enterprises in fulfilling their rights and obligations to the state, and reclaim "stalled" projects to serve other projects; study support for construction units; review land valuation; and strengthen the dissemination of population policies. They also sought positive solutions to ensure rational investment, prioritizing the resolution of overcrowded hospitals and investing in the completion and operation of a 700-bed hospital. Delegates agreed on the proposal regarding attracting high-quality human resources, but suggested adjustments regarding geographical areas and consideration of additional criteria.
Representatives from Cua Lo Town reflected that, in addition to some issues related to land use right certificate issuance and family planning, many projects are currently stalled or have been suspended for a long time due to the difficult economic situation, and many investors who want to invest cannot find land. The Hong Thai SIT project is one example, and they requested the Provincial People's Committee to direct and resolve this difficulty.

Representatives from the Department of Health raised the issue of hospital overcrowding in recent years, a difficult problem not only for the province but also for the central government. Many meetings have been held to discuss this issue, but the most effective solution remains elusive. The main reason is the increasing prevalence of diseases over time, such as cancer and endocrine disorders caused by environmental factors. In recent years, the health sector has implemented several solutions, including building more hospitals, adding more beds, and reducing the length of hospital stays, but these measures have not yet resolved the severe overcrowding in hospitals.

Regarding family planning, Nghe An is one of the provinces with a high rate of third births, with an increase of 4,000 in the first six months of the year. Violations are spreading widely, not limited to coastal areas and Catholic communities, but also including people in the plains and civil servants. This issue is affecting the performance evaluations of various sectors.
Regarding the issue of attracting high-quality human resources, Mr. Le Xuan Dai, Vice Chairman of the Provincial People's Committee, stated that Decision 65 of the Provincial People's Committee, after many years of implementation, has yielded results. However, there are still many shortcomings that need to be addressed and some contents need to be reviewed to better suit practical requirements and create better effectiveness. These include inadequacies in the point system between prestigious and newly established schools; and the lack of a truly attractive mechanism for talented individuals, especially professors, associate professors, and doctors.

The draft of the new decree on attracting high-quality human resources includes several new points. These include a bold breakthrough in direct recruitment of talented individuals: Professors, Doctors of Philosophy, Specialists Level II, National-level Artisans, Master's graduates with good grades, etc. Many limitations of Decision 65 have been addressed and modified to suit the current situation, taking into account both university entrance exam results. The system of awarding bonus points is based on both the entrance and graduation results of students with excellent grades, with specific point allocations for each case.
There was strong consensus on the draft of the new decree on attracting human resources; however, some opinions suggested that achieving the talent attraction criteria by 2020 would be difficult without strong measures. Focusing more on the fields of medicine and education is appropriate, but attracting PhDs with initial support to communes is not feasible.
During the discussion in Group 1 (comprising delegates from the districts of Kỳ Sơn, Tương Dương, and Quế Phong), the draft Resolution on some policies to attract and prioritize the recruitment of high-quality human resources in Nghệ An province received many comments and suggestions.

First, the province must conduct a specific assessment of the results of human resource attraction over the years and the future human resource needs. Regarding regulations on the criteria for attracting high-quality human resources for recruitment into civil service positions, for example, PhDs, specialists in medicine and pharmacy, national-level skilled craftsmen, etc., clear selection criteria must be established to ensure the resolution achieves the desired effectiveness. In addition, the need to reconsider attracting individuals such as national-level artisans should be reviewed to determine their necessity.

Because if only academic qualifications are considered, someone with excellent grades may not necessarily be a good worker in practice.
Mr. Nguyen Ho Canh – Chairman of the People's Committee of Tuong Duong DistrictIt is suggested that, during the process of selecting high-quality candidates, both entrance exam scores and exit exam scores should be taken into account. Only then can the quality of human resources be accurately assessed, as the entrance scores of training institutions are currently not uniform.
Representative Lu Dinh Thi – Chairman of the People's Committee of Que Phong DistrictIt is suggested that preferential policies should be implemented during the recruitment process, such as adding bonus points in civil service exams for ethnic minorities. In reality, there is still a disparity in abilities and qualifications among candidates from different regions, especially between lowland and mountainous areas.
