The project was built under a build-operate-transfer (BOT) contract, with a total investment of over 1,743 billion VND, and was completed after 18 months of construction.

The Phuoc Tuong Tunnel is 345 m long, and the approach road to the bridge is 3,460 m long. It was constructed along the route from approximately Km 867+950 of National Highway 1A (after the Hoi Rui Bridge).

The Phu Gia Tunnel is 497 meters long, and the access road to the tunnel is 2,470 meters long. It was constructed along the route from Km882+376.

The tunnel access road is designed according to the standards of a Class III road in a flat area, with a design speed of 80 km/hour.

The project is expected to recoup its investment through toll collection over a period of 18 years and 7 months, with two toll stations located north of Phuoc Tuong Tunnel and south of Phu Gia Tunnel. Each station will collect tolls in one direction and began collecting tolls in January 2015.

This is the final road tunnel project on National Highway 1A. Once completed, the project will shorten geographical distances and connect the economic development of the central provinces.

Speaking at the groundbreaking ceremony, Deputy Prime Minister Nguyen Xuan Phuc, Chairman of the National Traffic Safety Committee, stated that this project is of paramount importance in promoting economic development and contributing to reducing traffic congestion. The commencement of the project reflects the strong determination of the Party Committee, the government, and the people of Thua Thien Hue province, as well as the Ministry of Transport, in implementing Resolution 13 of the Central Committee on building a synchronous infrastructure system. This is especially significant given that, according to the Politburo's conclusion, Hue City will become a centrally-governed city in 2015.

The Deputy Prime Minister also requested the Ministry of Transport, the People's Committee of Thua Thien Hue province, and the investor to coordinate closely during the project implementation, ensuring quality and safety during construction to bring the project on schedule.
