The project was built under the build-operate-transfer (BOT) contract, with a total investment of over VND1,743 billion, completed after 18 months of construction.

Phuoc Tuong Tunnel is 345 m long, the approach road to the bridge is 3,460 m long, built in the direction from about Km 867+950 of National Highway 1A (after Hoi Rui Bridge).

Phu Gia Tunnel is 497 m long and the tunnel approach is 2,470 m long, built along the route from Km882+376.

The tunnel entrance is designed according to the standards of a grade III plain road, with a design speed of 80km/hour.

The estimated time for collecting tolls to recover the project capital is 18 years and 7 months, with two toll stations located at the North of Phuoc Tuong Tunnel and the South of Phu Gia Tunnel. Each toll station collects tolls in one direction and will start collecting tolls from January 2015.

This is the last road tunnel project on National Highway 1A. When completed, the project will shorten the geographical distance as well as connect economic development of the Central provinces.

Speaking at the groundbreaking ceremony, Deputy Prime Minister Nguyen Xuan Phuc, Chairman of the National Traffic Safety Committee, said that this is a project of great significance in promoting economic development as well as contributing to reducing traffic congestion. The groundbreaking of the project is a great determination of the Party Committee, the government and people of Thua Thien Hue province as well as the Ministry of Transport in implementing Resolution 13 of the Central Committee on building a synchronous infrastructure system. In particular, in 2015, according to the conclusion of the Politburo, Hue City will become a city directly under the Central Government.

The Deputy Prime Minister also requested the Ministry of Transport, the People's Committee of Thua Thien Hue province and the investor to closely coordinate in the project implementation process, ensuring quality and safety during construction to soon put the project on schedule.
