Responding to the question of delegate Tran Dac Lam (Ninh Thuan) about solutions to the collection of martyrs' remains, Minister Pham Thi Hai Chuyen said that recently, through psychics, relatives have brought back martyrs' remains but they are not the same martyrs. Therefore, the Government has stipulated that the identification of martyrs' remains is assigned to the Ministry of National Defense.

Minister Pham Thi Hai Chuyen advised the martyrs’ relatives to go through the competent authority, the Ministry of National Defense, to find the martyrs’ remains. In cases where the families have brought the remains back but they are not their relatives, they are allowed to place them in the cemetery but not to engrave a stele. To ensure certainty, the martyrs’ relatives should coordinate with local defense agencies to carry out the process, using the DNA identification method, with the cost paid by the Ministry of National Defense.

Regarding the settlement of policies for those who have lost their original documents, Minister Pham Thi Hai Chuyen said that in the past, due to the prolonged war, the solution required two certifiers, which led to many fraudulent conditions. Therefore, this regulation has been adjusted to base on documents that participated in the resistance war to be confirmed. Cases that no longer have original documents must still be resolved. The Ministry of Labor, War Invalids and Social Affairs has assigned the Department of Labor, War Invalids and Social Affairs and local authorities to confirm and consider each case.

"Those without original records still have a chance. The State is still responsible for determining whether they participated in the resistance war and are entitled to policies," Minister Pham Thi Hai Chuyen emphasized.

Responding to the concerns of delegate Pham Minh Tan (Dak Lak) about the regime and policies for youth volunteers to implement the new economic development program in the Central Highlands, Minister Pham Thi Hai Chuyen said that from 1975 to 1980, a group of youths implemented this program. However, the subjects stipulated in the Ordinance on preferential treatment for people with revolutionary contributions are not the Youth Volunteers. Therefore, the Ministry of Labor, War Invalids and Social Affairs recently received a proposal from Thai Binh province on the Project to resolve the regime and policies for the subjects who are youth volunteers. The Ministry of Labor, War Invalids and Social Affairs agreed with this view and requested Thai Binh province to complete the Project to submit to the Government for consideration.

Solutions to narrow the gap between rich and poor in society

Answering the question of delegate Truong Minh Hoang (Ca Mau) about the initiative of the Ministry of Labor, War Invalids and Social Affairs in narrowing the gap between rich and poor among subjects and regions in society, especially in the three regions of the Northwest, Central Highlands and Southwest, Minister Pham Thi Hai Chuyen admitted that in the current situation, due to different economic conditions in each region, especially the natural conditions of remote areas are very difficult, infrastructure is low, conditions for people to access development services are still limited, so people's lives are still difficult; the poverty rate in the three regions of the Northwest, Central Highlands and Southwest is still very different.

To quickly reduce the gap between the above regions, Minister Pham Thi Hai Chuyen said that it is necessary to actively implement existing poverty reduction solutions. The Government has also given preferential treatment to disadvantaged regions by allocating thousands of billions of VND to invest in infrastructure for 62 poor districts to help the poor in these areas.

Recently, the Government has agreed with the proposal of the Ministry of Labor, War Invalids and Social Affairs to add 23 disadvantaged districts, nearly 62 poor districts, to receive 70% support for poor households in terms of infrastructure. Due to limited budget capacity, the Government can only allocate an advance payment to solve the immediate problem.

According to Minister Pham Thi Hai Chuyen, it is also necessary to review policies for people in each region to have specific policies. Each region has a particularly difficult area, so applying only one specific policy will not be appropriate.

Minister Pham Thi Hai Chuyen said that in particularly difficult areas, there should be separate policies. In addition, there should be support policies, creating conditions for children in remote areas to go to school to gain knowledge and be given priority in employment policies.

Minister Pham Thi Hai Chuyen suggested that businesses, within their capacity, should try to create favorable conditions for children in extremely disadvantaged areas so that they can escape poverty soon. In addition, policy banks should create favorable conditions for lending more to people in extremely disadvantaged areas who lack capital to develop production.

Four notes that the Ministry of Labor, War Invalids and Social Affairs needs to pay attention to and implement

Assessing the explanation of Minister Pham Thi Hai Chuyen as quite clear, concise, and succinct, National Assembly Chairman Nguyen Sinh Hung said that vocational training is a very important responsibility, with a very wide scope of influence on the entire population, on people's jobs and lives.

The National Assembly Chairman noted that the Ministry of Labor, War Invalids and Social Affairs needs to review, consolidate and rearrange the system of vocational training facilities; review the curriculum and quality of vocational training for all types of vocational facilities; review the curriculum, teachers, training tools and methods to organize well, thereby improving the quality of training, meeting the requirements of industrialization and modernization.

Faced with the situation where many workers have been trained but cannot find jobs or have to be retrained in factories, the National Assembly Chairman affirmed that this is a waste and must be reviewed and balanced so that training is in line with requirements, must be appropriate, take care of input quality and respond to it with different types of occupations, flexibly convert to ensure usage requirements.

According to the National Assembly Chairman, it is necessary to expand the socialization of vocational training, cooperate with other countries to improve training quality, and enterprises in industrial parks can also cooperate with each other to train, meeting the labor needs of the enterprises themselves.

Regarding the policy of labor cooperation to send workers to work abroad, the National Assembly Chairman affirmed that this policy is both to increase income, reduce poverty, but also to train labor skills, so that workers can better serve the country when they return.

The National Assembly Chairman suggested that the Ministry of Labor, War Invalids and Social Affairs pay more attention to this field, ensuring that labor export both generates income and complies with Vietnamese and foreign laws; strictly manage labor export companies because this is a conditional activity, along with managing illegal labor export, improving the quality of labor training before export so that workers not only know the language of the country they will work in but also understand the laws and culture of that country, and strictly comply with labor discipline, which is an important factor in developing the overseas labor market.

Chairman Nguyen Sinh Hung requested the Ministry to promote the expansion of the labor export market. Up to now, Vietnam has only exported 500,000 workers, which is only half of the target. While the market is still large and the recruitment demand is still high, the Chairman believes that if well organized, the market will be expanded, negotiations and signing agreements with many partners will be possible, and many different industries will be opened.

The Chairman emphasized that the priority direction in the field of labor export is to pay attention to rural, remote and isolated areas with the main targets being the poor and ethnic minorities. For these groups, to be able to work abroad, the preparation work must be more thorough, the study time must be longer and the training costs must be higher.
Regarding the policy settlement for meritorious people, Chairman Nguyen Sinh Hung suggested that the Ministry review to organize the implementation well, even if there are no original documents, it must be resolved, not allowing meritorious people to leave without enjoying the policy. Cases of delayed settlement must be paid back, calculated from the time the Law and Ordinance take effect to ensure the rights of the subjects. The settlement procedures must avoid hassle, be resolved as quickly and simply as possible but must be for the right subjects.
