Tuong Duong: Focusing on Party development work.
Among the many solutions to strengthen the political system at the grassroots level, the Party Committee of Tuong Duong district focuses on the work of training and admitting new Party members. The Standing Committee of the District Party Committee has assigned specific responsibilities to each member of the Party Committee of each commune, requiring them to train one outstanding individual to join the Party each year.

The Standing Committee of the District Party Committee has assigned specific responsibilities to each member of the Party Committee of each commune, requiring them to train one outstanding individual to join the Party each year.
Given the numerous difficulties in Party development in mountainous villages, the Standing Committee of the Tuong Duong District Party Committee unanimously directed the Party Committees of the communes to regularly focus on identifying and nurturing outstanding individuals as successors for the grassroots Party branches. The goal is that each Party branch must recruit one new Party member annually, and each member of the Commune Party Committee must be responsible for nurturing one outstanding individual.
To carry out this work, each member of the Party Committee of Xa Luong commune must closely monitor the realities in the villages and hamlets, and work with the Party branches to strengthen the work of mobilizing and educating the people on political and ideological matters, thereby promptly identifying outstanding individuals to send to Party membership training courses and gradually nurturing and admitting them into the Party. Comrade Nguyen Hoai Thanh - Deputy Secretary of the Party Committee of Xa Luong commune, said: "When we started this work, many members of the Party Committee of the commune thought it was simple and easy to do."
However, putting this into practice requires considerable effort. Theoretically, there is no shortage of potential Party members in the villages, but the crucial issue is to stay close to the grassroots to identify, encourage, and nurture outstanding individuals who are dedicated to the Party. To fulfill this requirement, the members of the Party Committee must regularly visit the villages, working with the Party branches to both effectively carry out mass mobilization work and identify and cultivate exemplary individuals. Therefore, the goal of recruiting and developing new Party members in the commune has been largely achieved…”

Following the directives of higher authorities, the Party Committee of Xa Luong commune assigned 14 members of the Executive Committee to monitor and guide 14 grassroots Party branches. In 8 of these village Party branches, in addition to the assigned Executive Committee members, the Standing Committee of the commune Party Committee also directly monitors and supervises. For example, in the Xieng Huong village Party branch, besides a member of the commune Party Committee assigned to the task, the Deputy Secretary of the commune Party Committee was personally assigned to regularly monitor and provide timely guidance. As a result, in 2011, the branch successfully recruited 4 new Party members; in 2012, it recruited 3 new Party members. Similarly, in Hop Thanh village, for many years, to effectively develop the Party, the branch and the members of the commune Party Committee have regularly propagated and encouraged the Mong people there to settle down and stabilize their lives. The task set for the Party branch committee is not simply to identify and nurture exemplary individuals, but also to be close to, understand, and share with the people.
According to the assessment of the Party Committee of Tuong Duong district, after half of the term implementing the Resolution of the 25th Party Congress (2010-2015), the Party branches have admitted 577 new Party members, achieving 57.7% of the resolution's target. Based on the pool of potential Party members being trained, it is estimated that by the end of the term, the entire Party Committee will admit over 1,000 new Party members, meeting the set target. However, currently, the work of training and admitting new Party members is facing certain difficulties. In terms of scale, the Party committees of the communes and the entire district Party Committee may meet the targets set by the Congress, but for the 156 rural Party branches, Party development will be very difficult because many branches lack a quality pool of successors.
Through practical observation, and according to the assessment of the Party branch secretaries, the biggest concern is not the lack of personnel but the lack of dedication from the people. Currently serving his second term as Party branch secretary with high trust from the branch and the villagers, Comrade Luong Dinh Duyen – Secretary of the Khe Chi village Party branch (Thach Giam commune) – is genuinely worried: “In recent years, the Party branch has always done well in its work, from propaganda and mobilization of the people to socio-economic development and recruiting new Party members, but now we are truly worried. From mid-2012 and early 2013 to the present, the Party branch has identified, nurtured, and sent four individuals to attend Party membership training courses, but for the past few months, none of them have submitted their Party membership application forms.”
"Based on our assessment, these comrades are highly regarded, enthusiastic about all community movements, and dedicated to their livelihoods, but we find that they don't truly want to join the Party..." Even with the Xieng Huong Party Branch (Xa Luong commune) mentioned above, although they have consistently met and exceeded the target for new Party member recruitment for the past two years, the Party committee is still concerned that in the first six months of 2013, out of seven people sent to attend Party membership training, only two participated.
An analysis of the difficulties and concerns of village Party branches reveals the following: Due to the difficult living conditions of the villagers, the majority are focused on economic development and have not yet fully grasped the benefits of joining the Party, or more accurately, they have not yet seen the motivation to strive to join the Party, especially when the burden of providing for basic necessities is still heavy; furthermore, the influence of Party members at the grassroots level is not high, and they have not yet made the masses aware of the attractiveness of the Party organization.
In light of this situation, the Party Committee of Tuong Duong district discussed solutions to strengthen Party building; focusing on building strong rural Party branches in terms of politics, ideology, and organization; caring for, training, and utilizing young cadres, especially promising ethnic minority cadres, to meet the requirements of the tasks, creating a widespread impact among the masses and serving as role models for local youth to strive for. Along with these solutions, the district promoted coordinated vocational training and job creation for workers; intensified the fight against crime, social evils, and negative phenomena, making the area clean and serving development.
Comrade Luong Thanh Hai, Secretary of the Tuong Duong District Party Committee, stated: “The Standing Committee of the District Party Committee continues to assign specific tasks to the members of the Party Committees of communes in training and admitting new Party members. Implementing this requires close coordination among Party members and Party branches, demonstrating exemplary conduct while also thoroughly understanding and grasping the reality to mobilize the people and cultivate outstanding individuals. This activity also serves to evaluate the implementation of the contents of continuing to promote the study and emulation of Ho Chi Minh's moral example and the implementation of Central Resolution 4 (11th Congress) "Some urgent issues concerning Party building today". We believe this is a core task, both immediate and long-term.”
