Faced with the reality of many difficulties in Party development in mountainous villages, the Standing Committee of Tuong Duong District Party Committee unanimously directed the Party Committees of communes to regularly take care of the work of discovering and nurturing typical factors as a source of successors for the grassroots Party Committees. The goal is that each year, a Party Cell must admit 1 Party member and each member of the Party Committee of the commune must be responsible for nurturing 1 outstanding mass.
To carry out this work, each comrade in the Commune Party Committee must closely follow the reality in the villages and, together with the Party cells, strengthen the work of mobilizing and educating the masses in politics and ideology, thereby promptly discovering outstanding individuals to send to study for Party subjects and gradually train and admit them into the Party. Comrade Nguyen Hoai Thanh - Deputy Secretary of the Xa Luong Commune Party Committee, said: "When starting to carry out this work, many comrades in the Commune Party Committee thought it was simple and easy to do.
However, getting into practice requires a lot of real effort. In theory, there is no shortage of successors for the Party in the villages, but the key issue is to stay close to the grassroots to discover, motivate, and nurture outstanding individuals who are dedicated to the Party. To fulfill this requirement, the Executive Committee members must regularly return to the villagers, and together with the Party cell, do a good job of mass mobilization work, and discover and nurture typical factors. Therefore, the goal of recruiting and developing new Party members in the commune has been basically completed..."
Xieng Huong village Party Committee - Xa Luong commune met with villagers
Following the requirements of the superiors, the Party Committee of Xa Luong commune assigned 14 members of the Executive Committee to monitor and direct 14 grassroots Party cells. In particular, in 8 village Party cells, in addition to the assigned Executive Committee members, the Standing Committee of the Commune Party Committee also directly monitored and urged. Typically, in the Xieng Huong village Party Cell, in addition to an assigned member of the Commune Party Committee, the Deputy Secretary of the Commune Party Committee was also assigned the task of regularly monitoring and promptly directing. Therefore, in 2011, the Party Cell trained and admitted 4 new Party members; in 2012, 3 Party members were admitted. Or in Hop Thanh village, for many years, in order to do a good job of Party development, the Party Cell and the members of the Commune Party Committee have regularly propagated and mobilized the Mong people here to settle down and stabilize their lives. The task set for the Party cell committee is not only to discover and nurture typical factors but also to be close to, understand and share with the people.
According to the assessment of the Party Committee of Tuong Duong district, after half a term of implementing the Resolution of the 25th Congress (term 2010-2015), the Party cells have admitted 577 new Party members, reaching 57.7% of the resolution target. Based on the source of trained Party members, it is estimated that by the end of the term, the entire Party Committee will admit over 1,000 new Party members, reaching the set target. However, currently, the work of training and admitting new Party members is facing certain difficulties. In terms of scale, the Party Committees of communes and the entire District Party Committee can meet the targets set by the Congress, but for 156 rural Party cells, Party development work will be very difficult because many Party cells lack quality successors.
Through practical research, and according to the assessment of the Party cell secretaries, the main concern is not the lack of people but the lack of enthusiasm from the masses. Currently holding the position of Party cell secretary in the second term with the high trust of the Party cell and the villagers, comrade Luong Dinh Duyen - Secretary of Khe Chi village Party cell (Thach Giam commune) is really worried: "Over the past years, the Party cell has always done a good job in propagating and mobilizing the people from socio-economic development to recruiting new Party members, but now we are really worried. From mid-2012 to early 2013 until now, the Party cell has discovered, trained and sent 4 people to study Party subjects, but for the past few months, the Party cell has assigned to complete the Party membership profile but no comrade has submitted it.
Through understanding the situation, these comrades are well evaluated, enthusiastic about all local movements, taking care of business, but we see that they do not really want to join the Party...". Even with the Xieng Huong Party Cell (Xa Luong Commune) mentioned above, although for the past two consecutive years they have achieved and exceeded the target of admitting new Party members, the Party Committee still feels worried when in the first 6 months of 2013, they sent 7 people to study Party subjects, but only 2 people participated.
Analyzing the difficulties and concerns of the village party cells shows that: Due to the difficult life of the villagers, the majority of people only care about economic development but do not clearly see the benefits of joining the Party, or more precisely, they do not see the motivation to strive to join the Party, especially when "food and clothing" are still a heavy burden on their shoulders; at the same time, the influence of party members at the grassroots level is not high, not making the masses see the attractiveness of the Party organization.
Faced with that situation, the Party Committee of Tuong Duong district discussed solutions to strengthen Party building work; focus on building rural Party cells that are strong in politics, ideology and organization; take care of training, educating and using young cadres, especially ethnic minority cadres with potential to meet the requirements of the task, both creating a widespread influence among the masses and being a role model for local youth to strive to rise up. Along with those solutions, the district promoted coordination in vocational training, job creation for workers; promoted the fight against crime, social evils and negativity, making the area clean and serving the development.
Comrade Luong Thanh Hai - Secretary of Tuong Duong District Party Committee said: "The Standing Committee of the District Party Committee still advocates assigning specific tasks to the members of the Party Committee of the commune in training and admitting new party members. To carry out this content, it requires party members and party cells to coordinate closely, both demonstrating exemplary behavior and closely studying and grasping reality to mobilize the people and train elite nuclei. Also through this activity, we can evaluate the implementation of the contents on continuing to promote studying and following the moral example of Ho Chi Minh and implementing Resolution No. 4 (11th term) "Some urgent issues on Party building today". We believe that this is a core task, both immediate and long-term".
