(Baonghean) - The hotline information section of Nghe An Newspaper, issued on November 26, 2013, published a citizen's opinion: The wastewater discharge system of Mr. Le Nhu Thang's pig farm in Khanh Son commune was not treated, causing serious environmental pollution, affecting the lives of people living nearby. Pursuant to Official Dispatch No. 4196/STNMT-BVMT dated December 2, 2013 of the Department of Natural Resources and Environment on the inspection and handling of the content reported in the newspaper, the People's Committee of Nam Dan district organized an inspection to clarify the matter, the results are shown in Official Dispatch No. 2068/UBND-TNMT, dated December 20, 2013 with the following content:

Regarding the scale of livestock farming: Mr. Le Nhu Thang's household, hamlet 4, Khanh Son 1, Khanh Son commune, raises sows and pigs for meat in the form of household farming (not a livestock farm), with a total herd of 18 pigs at the time of inspection. The livestock barn system is solidly built. Regarding the waste treatment system and environmental pollution, the family has built a livestock waste collection ditch system with a biogas tank to treat the waste with a capacity of 18m3.Wastewater after the biogas tank is led into 2 treatment tanks for sedimentation and filtration before being discharged. In the livestock barn area, there is a foul odor due to waste.

Thus, the content of the report reflecting that the untreated waste discharge system caused serious environmental pollution is unfounded because the family has treated waste through biogas tanks and 2 settling tanks. However, because Mr. Le Nhu Thang's family raises pigs in large numbers, it has caused environmental pollution due to bad odors. To overcome the pollution and better implement environmental protection work in the locality, the District People's Committee issued Document No. 2006/UBND-TNMT dated December 16, 2013 directing the People's Committee of Khanh Son commune and Mr. Le Nhu Thang's family to implement a number of contents such as:

For Mr. Le Nhu Thang's household: Regularly clean the livestock pens, take other measures such as spraying biological products, planting more trees, etc. to treat odors to limit the impact on surrounding families. Periodically dredge 2 settling tanks to effectively treat wastewater. Reduce the number of pigs raised, if raising large numbers, they must be raised on a farm scale and far from residential areas. Strictly comply with environmental sanitation work, treat livestock waste in accordance with the provisions of the Law on Environmental Protection and local regulations. Do not discharge untreated wastewater into common irrigation canals.

For Khanh Son Commune People's Committee: Proactively inspect and supervise environmental protection work in the livestock farming activities of Mr. Le Nhu Thang's household and take measures to handle violations of environmental protection. Propagate and mobilize Mr. Le Nhu Thang's household in particular and livestock farming households in the commune in general to reduce the number of pigs raised on a household scale to protect the environment and limit pollution in residential areas.
