Following Official Letter No. 4196/STNMT-BVMT dated December 2, 2013, from the Department of Natural Resources and Environment concerning the inspection and handling of the reported issue, the People's Committee of Nam Dan district conducted an investigation to clarify the matter. The results are presented in Official Letter No. 2068/UBND-TNMT dated December 20, 2013, with the following content:

Regarding the scale of livestock farming: Mr. Le Nhu Thang's household in Hamlet 4, Khanh Son 1, Khanh Son Commune raises sows and pigs for meat in a family-based farming model (not a livestock farm). The total number of pigs at the time of inspection was 18. The livestock housing system is solidly constructed. Regarding waste treatment and environmental pollution, the family has built a drainage system for collecting livestock waste with a biogas digester with a capacity of 18m³.Wastewater from the biogas digester is channeled into two settling and filtration tanks before being discharged. There is an unpleasant odor emanating from the livestock area due to waste.
Therefore, the report's claim that the untreated wastewater discharge system caused serious environmental pollution is unfounded, as the family has treated waste through a biogas digester and two settling tanks. However, due to Mr. Le Nhu Thang's large-scale pig farming, environmental pollution caused by foul odors has occurred. To address the pollution and improve environmental protection in the locality, the District People's Committee issued Document No. 2006/UBND-TNMT dated December 16, 2013, directing the Khanh Son Commune People's Committee and Mr. Le Nhu Thang's family to implement several measures, including:
For Mr. Le Nhu Thang's household: Regularly clean the livestock pens, and implement other measures such as spraying microbial products and planting more trees to control odors and minimize impact on surrounding families. Periodically clean the two settling ponds to ensure effective wastewater treatment. Reduce the number of pigs raised; if raising a large number, it must be done in a concentrated farm setting, far from residential areas. Strictly adhere to environmental sanitation regulations and properly handle livestock waste in accordance with the Environmental Protection Law and local regulations. Do not discharge untreated wastewater into common irrigation canals.
For the People's Committee of Khanh Son Commune: Proactively inspect and monitor environmental protection in the livestock farming activities of Mr. Le Nhu Thang's household and take measures to handle any environmental violations. Promote and encourage Mr. Le Nhu Thang's household in particular, and other livestock farmers in the commune in general, to reduce the number of pigs raised on a household scale to protect the environment and limit pollution in residential areas.
