Born in 1948 in Thanh Thinh commune (Thanh Chuong), Mr. Le Ngoc Tuong grew up and joined the army; in 1983, his health declined due to exposure to Agent Orange, so he applied for a sick soldier II benefit.

Returning to his hometown, taking on the burden of being the breadwinner for his poor family with many children, he focused on doing business...; gradually he planned to get rich. He boldly took the lead in converting the model from growing raw forest to growing industrial tea, processing tea buds with mini machines, bringing in an annual income of 120 to 150 million VND, creating jobs for 4 to 6 workers. His model was highly appreciated by the Party Committee and government and was followed by the people in the commune. In village 1B alone, now 3/4 of the households grow industrial tea, bringing in a stable monthly income of 3 to 4 million VND/household; and thanks to that, the number of poor households has decreased from 25% in 2010 to only 12% now...

Having a strong influence in business, creating a certain voice with the villagers, from 1985 - 1990, Mr. Tuong volunteered to work as a village security guard, then was elected as the Party cell secretary and village chief. In 1996 - 1998, he continued to be the Party cell secretary; in 1998 - 2001, he was elected as Chairman of the Commune Veterans Association, participated in the Party Committee, and was a delegate to the People's Council of Thanh Thinh Commune. At the end of his term, he returned to the position of village security guard, head of the village's association for the elderly, and vice chairman of the Crime Prevention and Drug Prevention Club of Village 1B. The local government and people all recognized his contributions to turn Village 1B from an average village into a bright spot in Thanh Thinh Commune in building new rural areas.

In the family, he is the one who always cares and looks after his children's education, teaches and encourages them to be good and study well. Of his 6 children, the eldest son finished high school, but due to difficult circumstances, he had to drop out of school to help his parents with production and take care of his younger siblings' education. He is now the owner of a tea production and processing facility, helping to sell products to people in the area. His 5 daughters have also been educated to the fullest; 1 has a master's degree, 2 have graduated from university, 2 have graduated from college, and now have stable jobs...

Modest, enthusiastic, exemplary at all times and places, knowledgeable and sharing spirit in the community, Mr. Le Ngoc Tuong is trusted by local officials and people; his words and actions are responded to and followed by everyone. He mobilizes people to actively participate in movements to build cultural life, prevent and combat social evils, and effectively carry out humanitarian and charitable movements; especially the movement to encourage learning, encourage talents, build a learning society, the movement "Veterans join hands to build new countryside". Every year, his family supports the education promotion fund with millions of dong, in 2013 alone, they donated 4 million dong; lent 40 million dong to villagers without interest... He is honored as a typical example of "Skilled mass mobilization" in many fields, his words and actions have the power to attract and spread in the community.
