Born in 1948 in Thanh Thinh commune (Thanh Chuong district), Le Ngoc Tuong grew up and joined the army; in 1983, due to health deterioration caused by exposure to Agent Orange, he requested to retire and receive the second-degree disability pension.
Returning to his hometown, shouldering the responsibility of supporting a poor family with many children, he focused on economic activities…; gradually, he began to think about getting rich. He boldly took the lead in transforming the model from planting raw material forests to industrial tea cultivation, processing tea leaves using mini-machines, generating an annual income of 120 to 150 million VND, and providing employment for 4 to 6 workers. His model was highly appreciated by the Party committee and the government, and was emulated by the people in the commune. In Hamlet 1B alone, now 3/4 of the households cultivate industrial tea, earning a stable monthly income of 3-4 million VND per household; and thanks to this, the poverty rate has decreased from 25% in 2010 to only 12% now…
With his influence in business and significant voice among the villagers, from 1985 to 1990, Mr. Tuong volunteered to be a village security officer, and was later elected as the Party branch secretary and village head. From 1996 to 1998, he continued as Party branch secretary; from 1998 to 2001, he was elected Chairman of the Veterans Association of Thanh Thinh commune, participating in the Party committee and as a representative of the Thanh Thinh Commune People's Council. After completing his term, he returned to his position as a village security officer, head of the village's elderly association, and vice-chairman of the Crime and Drug Prevention Club of Village 1B. The local government and people acknowledge his contributions in transforming Village 1B from an average village into a shining example of new rural development in Thanh Thinh commune.
Within his family, he was always attentive and caring towards his children's education, teaching and encouraging them to be well-behaved and excel in their studies. Of his six children, his eldest son completed high school but, due to difficult circumstances, had to drop out to help his parents with production and support his younger siblings' education. He is now the owner of a tea processing and production facility, helping to market products for the local community. His five daughters also received a good education; one is a master's degree holder, two are university graduates, and two are college graduates, all of whom now have stable careers.
Humble, enthusiastic, exemplary at all times and in all places, knowledgeable and with a spirit of sharing within the community, Mr. Le Ngoc Tuong is trusted and loved by local officials and people; his words and actions are embraced and followed by everyone. He mobilizes the people to actively participate in movements to build a cultured life, prevent and combat social evils, and effectively implement humanitarian and charitable campaigns; especially the movement to promote learning and talent, build a learning society, and the "Veterans working together to build new rural areas" movement. Every year, his family donates millions of dong to the scholarship fund, and in 2013 alone, they donated 4 million dong; he also lent 40 million dong to villagers without interest... He is honored as a model of "skillful people mobilization" in many fields, and his words and actions have a strong appeal and influence within the community.
