Will the new national high school exam reduce the high school graduation rate? If the graduation rate is low, will the Ministry of Education and Training (MOET) organize a second exam? In response to this question, the MOET affirmed that it does not question the graduation rate and will not organize a second graduation exam.

The Ministry believes that the exam results will reflect the reality and will be determined by the learning results. The distribution of high school graduation exam scores in 2014 for each subject is close to the normal distribution (bell-shaped), reflecting the learning results. From that, it can be predicted that the graduation rate in the 2015 national high school exam will not fluctuate much, unlike the graduation exam results in 2007.

The Ministry will publicly announce the score distribution so that society will know the quality of the exam questions and the test results of the candidates, and universities and colleges will use that as a basis for admission.

The exam results are used to consider recognition of high school graduation and as a basis for universities and colleges to use in enrollment; Candidates register for admission to universities and colleges after receiving their exam results; Universities and colleges are autonomous and flexible in both enrolling students according to previous exam groups and proposing new exam groups suitable to enrollment requirements for training majors.

Centralized exam results management, virtual candidates reduced

The Ministry of Education and Training said that for candidates, registering for the entrance exam after the exam results are available will help them avoid the risk of getting high scores but still failing the university entrance exam like in previous years; they can choose universities and colleges that are suitable for their abilities, better meeting the diversity of professions in higher education; allowing schools to recruit candidates with abilities closer to the training profession. With the new admission method, candidates will be flexible in choosing appropriate exam groups.

Candidates registering for admission after the exam results are a challenge but also an opportunity for schools to develop. Schools that want to recruit quality candidates must build their brand through training quality. This is an internal motivation for higher education institutions to have solutions to improve training quality to meet social needs.

How many wishes can each candidate register?

According to the Ministry of Education and Training, in the past, when the exam results were not yet available, students registered their wishes, leading to a situation of many virtual candidates. In 2015, based on the exam results of candidates and the admission requirements of schools, the Ministry will build an exam data management software to support exam registration and admission registration with the aim of overcoming the limitations of previous admissions, including the situation of virtual candidates.

Universities and colleges that use the exam results for admission will conduct admission in 2 to 3 rounds; in each round, each candidate will be allowed to register a number of wishes (specified in the Regulations on admission to regular universities and colleges).

The Ministry of Education and Training will specify separate entrance exams in the admission regulations (not overlapping with the National High School Exam). Schools will announce the time of organizing admissions in the separate admission plan.

One of the two purposes of the Exam is to use the exam results as a basis for universities and vocational training institutions to use in admissions. Whether or not to use the results of the National High School Exam with other conditions depends on the university or college, each school chooses the most optimal option for itself.

Therefore, the Ministry of Education and Training does not control the number of schools that organize additional tests; universities and colleges with their own requirements can organize additional competency tests such as interviews, essay writing, etc. to select candidates suitable for the training profession./.
