Increase the fighting capacity of grassroots party organizations

It must be said that, in the Tan Ky cadre system, there were times when internal solidarity was lacking, the province often had to transfer cadres to strengthen, thereby creating "ideological problems" among cadres and party members, affecting the efforts and maturity of the grassroots cadre team as well as the unity in leadership and direction. Fortunately, with innovation in thinking, in the work of organizing cadres and building the Party, the apparatus at all levels of Tan Ky has both made efforts to improve the quality of activities and promptly remedy shortcomings, promoting lessons learned to gradually improve.

Regarding the organizational system, Tan Ky District Party Committee has 62 grassroots party organizations with 6,386 party members, including: 21 commune party committees, 1 town party committee, 6 party organizations under administrative agencies, 20 public service units, 12 enterprises, 2 armed forces units; there are 430 party cells under grassroots party committees, of which: 341 party cells under commune party committees, 13 party cells under towns; 20 party cells under state-owned enterprise party committees, 6 party cells under joint stock company party committees, 27 party cells under administrative agency party committees, 11 party cells under public service unit party committees, 12 party cells under armed forces party committees; In addition, ethnic minorities account for more than 21%... That "richness" requires the Party Committee of the district to come up with solutions to effectively carry out the work of organizing and building the Party to consolidate and enhance the fighting capacity for the role of the core leader and director of socio-economic development.

Starting to innovate the implementation of Party building organization, Tan Ky Party Committee continues to effectively implement Resolution 4 of the Central Committee (11th tenure) "Some urgent issues on Party building at present". In particular, the highlights are: focusing on directing, inspecting, and supervising from the district to the grassroots level to carry out the tasks that need to be done immediately after the review; implementing solutions to overcome and correct shortcomings identified through the review; focusing on the grassroots level to promptly resolve urgent and outstanding issues; effectively reorganizing the staff of some departments, offices, and grassroots levels whose work is still limited. The Standing Committee of the District Party Committee issued Directive Document 463/2014 on "Supervising the tasks that need to be done immediately according to Resolution 4 of the Central Committee". With the spirit of serious and drastic direction, up to now, the results of the tasks that need to be done immediately after the review for the Standing Committee of the District Party Committee have been completed in 9/9 contents. For party organizations, there are a total of 341 tasks, of which 298 have been completed; 38 are being implemented; 5 new tasks have arisen. For departments, offices, branches and equivalents under the district level, there are a total of 121 tasks; 112 have been completed; 9 are being implemented.

The district has also successfully held the Central Conference in Tan Ky, the content of which summarized 30 years of innovation "On building the ruling Party, innovating the content and methods of Party leadership" was highly appreciated by the Central and Provincial Party Committees. The Standing Committee of the District Party Committee has resolutely led the "Plan to build a comprehensive strong political system in communes", up to now, many results have been achieved, continuing to implement 2 projects of the Party Committee on "Improving the quality of cadres in the political system of rural and town areas to serve the cause of industrialization and modernization in the period of 2011-2015 and the following years" and the Project "Improving the effectiveness of rotation and transfer of leaders and managers in the period of 2011-2015 and the following years"; supervise the implementation of the Regulations on assigning tasks to members of the Standing Committee and members of the Executive Committee to attend Party cell meetings of the Party Committees of communes and towns... Thereby, the quality, efficiency and leadership role of grassroots Party organizations are improved. In implementing Plan No. 114-KH/TU dated February 8, 2014 of the Provincial Party Standing Committee on "Survey of the grassroots political system in religious areas", the District Party Standing Committee issued a district-level survey plan, directed the grassroots to conduct the survey according to the plan, and at the same time had solutions to improve the political system in these places.

Creating change in personnel work

First of all, trust and promote the capacity of young cadres. Comrade Vi Hong Son, born in 1979, a Thai ethnic, was appointed Deputy Head of the District Agriculture Department, then promoted to become Chairman of the People's Committee of Tien Ky Commune, a locality with many difficulties; however, Comrade Son has well performed his duties in building new rural areas, developing the economy and culture in the area. Comrade Chu Van Loi, born in 1981, was appointed Deputy Head of the Internal Affairs Department, and has demonstrated his resourcefulness and has been highly appreciated by the district leaders.

Comrade Loi shared: “Cadres, civil servants, and public employees must do their best, uphold their responsibilities, and do what is right, beneficial to the collective, and beneficial to the people.” Some other young comrades who are currently leading communes, departments, and offices promise an abundant source of cadres in the future for Tan Ky. In the 2015-2020 term, for the first time, the Standing Committee of the District Party Committee introduced and approved the rotation of many young cadres in district-level departments, departments, and agencies to key positions at the grassroots level. Thanks to that, up to now, Tan Ky has had a team of young cadres as heads and deputy heads of departments, departments, and some key leaders in communes, constantly demonstrating dynamism and effective work closely following reality.

Regarding the work of evaluating cadres, identifying this as the weakest link in the work of cadres, in the past time, Tan Ky District Party Committee has built and supplemented the regulations on evaluating cadres, proposed specific policies, plans and measures such as: Issuing a survey of the trust of district and grassroots cadres, suggesting focusing on year-end reviews; guiding the grassroots to fully implement the steps and evaluation processes... The subjects for evaluation include positions under the management of the Standing Committee of the District Party Committee, cadres who are members of the Executive Committee of the grassroots Party Committee, members of the People's Committee and heads of commune-level mass organizations; heads and deputy heads of departments, branches, sectors, the Fatherland Front and district-level mass organizations. After the evaluation, the grassroots have been directed to replace cadres with too low trust, and to discipline, remind or review comrades with shortcomings or low trust. This approach requires cadres to always cultivate ethics, practice political qualities, and strive to increasingly improve their professional qualifications. On the other hand, this is an important basis for Party committees at all levels to arrange and assign cadres.

In order for all cadres to be evaluated, the Standing Committee of the District Party Committee issued Project No. 06 on "Improving the quality of commune and town cadres to serve the cause of industrialization and modernization in the period of 2011-2015 and the following years" with 10 groups of solutions, in which cadre evaluation is considered a fundamental measure, the evaluation content includes 10 contents such as: Sense of responsibility for tasks; work efficiency; ethics, lifestyle, attitude of serving the people; performing civic duties at the place of residence; sense of solidarity, sense of self-awareness in studying and practicing...

After more than 2 years of implementing the work of evaluating cadres, especially at the grassroots level, it has really become routine, has had a great effect in educating, deterring, preventing cadres from violating, at the same time enhancing the sense of responsibility, public ethics of grassroots cadres, the work efficiency of cadres has been gradually improved significantly. After drawing experience at the grassroots level, the Standing Committee of the District Party Committee conducted an evaluation of cadres and civil servants of the District Party Committee for cadres in charge of the grassroots level to evaluate. Through the evaluation, the Standing Committee and the Standing Committee of the District Party Committee directly reminded a number of cadres who showed signs of violating ethics, lifestyle, and sense of responsibility, promptly transferred and dismissed a number of cadres. That demonstrated the strictness of the Party and also helped cadres see their shortcomings to overcome and correct them.

In recent years, the work of reviewing, building and supplementing the cadre planning in the area has also received due attention from Party committees from the district to the grassroots. In addition, the Standing Committee of the District Party Committee has made the planning public and transparent, receiving high support from grassroots Party organizations. The cadre planning has been seriously implemented, ensuring the structure, principles and viewpoints of the Party in dynamic and open planning. Cadres included in the planning have been gradually trained, fostered and improved in all aspects. The capacity and strengths of cadres have been promoted, inheritance and development have been ensured, meeting the initiative in arrangement and use both in the short term and in the long term.

Training and fostering of cadres has been focused on. Up to now, key cadres at the district level have all had university degrees or higher, and advanced degrees, bachelors of politics; 97% of the district Party Committee has university degrees or higher; 100% have intermediate political degrees or higher, of which 83% are advanced degrees, bachelors. The majority of district-level cadres and civil servants have received basic training, 100% have intermediate professional degrees or higher, of which 131/142 comrades have university degrees or higher.

Regarding the work of rotating cadres, the District Party Executive Committee issued Project No. 07-DA/HU on "Improving the quality of cadre rotation work", and at the same time developed a specific rotation plan for implementation, specifying more clearly the subjects, standards, rotation time, and return time. Importantly, if the task is completed well or better, the staff will be assigned to a higher position. Therefore, after more than 1 year of implementing the rotation and transfer work, it has really become routine, and the rotated cadres are all assured and excited to complete their assigned tasks well.

Mr. Phan Van Giap - Head of the Organizing Committee of Tan Ky District Party Committee said: The process of election, appointment, transfer, rotation, reception, promotion of cadres, and designation of additional Party Committee members from the district to the grassroots level ensures the principles and procedures according to current regulations of the Party and the State, the implementation process has no errors, creating high consensus among cadres, Party members and people. In 2014, 18 comrades were transferred, transferred, arranged and rearranged (including 1 comrade transferred from the District Party Committee to become Chairman of the Commune People's Committee); elected and appointed Party Committees for 21 comrades; promoted and appointed 27 comrades; coordinated with provincial-level sectors to promote, appoint, transfer and implement policies for 20 comrades. The Board of Directors effectively reviewed and supplemented the planning of leadership and management staff for the 2015-2020 term (A2, A3) from the district to the grassroots level, ensuring the correct process, strictness, standards, structure, objectivity, and strategic nature. Regarding party membership, in 2014, 189 out of the plan of 179 party members were admitted (including 2 party members who were Catholics, accounting for 1.1%), reaching 106% of the plan.

The results achieved in the field of Party building and organization in 2014 are an important driving force for Tan Ky district to continue implementing the plan to build a comprehensive and strong political system at the grassroots level, thereby enhancing the leadership capacity and fighting strength of grassroots party organizations; and are the premise for Tan Ky Party Committee and people to successfully conduct congresses at all levels for the 2015-2020 term towards the 12th National Party Congress.
