Ky Son District Medical Center is currently managing 150 staff (of which 125 are ethnic minorities, accounting for 83.33%), in 2012 and 2013, 5 new staff were recruited (of which 4 are ethnic minorities), and in 2014, it is preparing to recruit 6 more staff to supplement 6 retired people according to the regime. Compared to the need for disease prevention in a mountainous district like Ky Son, there are still many shortcomings, especially the staff of remote commune health stations and communes such as Keng Du, My Ly, Bac Ly, Huoi Tu, Bao Nam, Na Ngoi, Muong Long, Chieu Luu, Muong Tip, Muong Ai, and Ta Ca are still lacking.
Ky Son General Hospital has 115 civil servants, 50 ethnic minorities, reaching a rate of 43%.
Regarding the recruitment process, there are still many cumbersome administrative procedures and complicated processes; the use of cadres and recruitment of civil servants still have many issues that need attention.
For the ethnic minorities in the Ky Son highlands, the admission score scale according to regulations does not give priority to ethnic minority children, so many indigenous children have not been recruited.
During the inspection, Mr. Moong Van Hoi, Head of the Ethnic Minorities Committee, acknowledged the recruitment work at the District Medical Center and General Hospital, especially the correct implementation of procedures, transparency in the mass media, and attention to the recruitment of ethnic minority children. However, the units need to pay attention to the work of planning job positions, arranging training and development associated with job position planning to meet the needs of disease prevention and treatment in difficult mountainous areas; the delegation noted the recommendations and proposals of the two units to propose to the Provincial People's Committee and the Health sector to amend the shortcomings in the recruitment of civil servants and public employees in the medical sector in the mountainous and especially difficult districts, especially the policy of attracting doctors to the hospital.
