Supervising the recruitment and employment of officials and employees in Ky Son.
(Baonghean.vn) -In accordance with Decision 57/QD-HĐND dated September 29, 2014, of the Provincial People's Council on monitoring the recruitment and employment of ethnic minority cadres, civil servants, and public employees in the province,On October 14, 2014, the working group of the Ethnic Affairs Committee of the Provincial People's Council conducted a supervisory visit to the Ky Son District Medical Center and General Hospital regarding the recruitment and employment of officials, civil servants, and public employees at these units.

The Ky Son District Health Center currently manages 150 staff members (of which 125 are ethnic minorities, accounting for 83.33%). In 2012 and 2013, 5 new staff members were recruited (4 of whom are ethnic minorities), and in 2014, preparations are underway to recruit 6 more to replace 6 retiring staff. Compared to the needs of disease prevention work in a mountainous district like Ky Son, there are still many shortcomings, especially in staffing at commune health stations in remote areas such as Keng Du, My Ly, Bac Ly, Huoi Tu, Bao Nam, Na Ngoi, Muong Long, Chieu Luu, Muong Tip, Muong Ai, and Ta Ca.
Ky Son General Hospital has 115 staff members, of whom 50 are from ethnic minority groups, accounting for 43%.
Regarding the recruitment process, there are still many cumbersome administrative procedures and complex processes; the work of utilizing personnel and recruiting civil servants and public employees still has many issues that need attention.
For the ethnic minority communities in Ky Son district, the established admission scoring system does not prioritize children of ethnic minorities, resulting in limited recruitment of local children.
During the inspection, Mr. Moong Van Hoi, Head of the Ethnic Affairs Committee, acknowledged the recruitment work at the district's medical center and general hospital, especially the adherence to proper procedures, transparency in the media, and attention paid to the recruitment of children from ethnic minority groups. However, the units need to focus on job position planning and training programs linked to job position planning to meet the needs of disease prevention and treatment in the difficult mountainous areas. The delegation noted the recommendations and proposals from the two units to submit to the Provincial People's Committee and the Health Department for amendments to address shortcomings in the recruitment of civil servants and public employees in the medical sector in the particularly difficult mountainous districts, especially regarding policies to attract doctors to the hospital.
