During the investigation, Nghi Loc District Police clarified that from June 2011 to September 2014, Cao Van Chuong had printed 1,000 value-added invoices, half of which were not registered for issuance at the Nghi Loc District Tax Department. These invoices were then sold by Chuong to 37 enterprises in Nghe An province and 11 enterprises in Lang Son, Ninh Binh, Son La, Da Nang and Hanoi provinces. To avoid detection by the authorities, Chuong only recorded an amount of less than 20 million VND on each invoice. The total value of goods recorded on the invoices was up to nearly 7 billion VND, corresponding to a value-added tax of approximately 700 million VND.

Currently, the authorities have proven the specific actions of more than 10 businesses that have relationships with Cao Van Chuong in buying and selling invoices with the tax evasion amount of more than 200 million VND. The investigation agency of Nghi Loc District Police is continuing to prove the act of buying and selling invoices to evade taxes for the remaining businesses.
