How is the 2015 minimum wage applied?
In 2015, the regional minimum wage was adjusted upwards for those whose wages increased.
According to the new regulations in Decree 103/2014/ND-CP, employees working in enterprises, cooperatives, collective farms, households, individuals, and agencies and organizations that employ workers under labor contracts will all receive an average increase of 250,000-400,000 VND/month in the minimum wage, depending on the category.
Specifically, the minimum wage of VND 3,100,000/person/month applies to Region I (including districts and some counties of Ho Chi Minh City, Hanoi, Hai Phong, and some urban areas of other localities), an increase of VND 400,000/person/month compared to the rate applied since 2014.

The regional minimum wage for workers has increased significantly since the beginning of 2015.
The salary of VND 2,750,000 per person per month applies to Region II, which includes the remaining districts of Ho Chi Minh City, Hanoi, Hai Phong, and some cities, towns, and districts with high average per capita income. This salary has increased by VND 350,000 per person per month compared to 2014.
The salary is 2,400,000 VND/person/month for Region III, which includes the remaining provincial cities, excluding the provincial cities mentioned in Regions I and II and some towns and districts with relatively high average per capita income. This is an increase of 300,000 VND/person/month compared to the rate applied in the same period of 2014.
As for workers in Region IV, which includes the remaining localities, they will receive a minimum wage of 2,150,000 VND/person/month, an increase of 250,000 VND/person/month compared to before.
In addition, some low-income groups, including pensioners, beneficiaries of preferential allowances for meritorious individuals, and low-income civil servants, public employees, and members of the armed forces (salary coefficient of 2.34 or less), will also have their salaries increased by 8% from January 1, 2015, according to Resolution 78/2014/QH13 on the 2015 state budget estimates of the National Assembly.
Military officers (with ranks from second lieutenant and above) will not receive a salary adjustment from January 1, 2015, as they all have a salary coefficient higher than 2.34. Professional soldiers and defense workers with a salary coefficient of 2.34 or lower will receive a salary increase.
Specifically for domestic helpers, the minimum wage will also be adjusted to reflect the regional minimum wage starting from January of this year.
