Review land and forest inventory, speed up land title issuance progress

The project to develop the forestry sector in Nghe An province is being implemented in 42 communes of 6 districts: Thanh Chuong, Tan Ky, Do Luong, Nghi Loc, Dien Chau and Yen Thanh with an expected forestation area of ​​6,000 hectares.

The project has established 79 forest planting farmer groups with 2,863 participating households with an area of ​​5,593 hectares.

The groups participated in training courses and study tours, thereby effectively supporting each other in afforestation. The project also implemented ethnic minority development activities in Tan Ky district, thereby helping poor ethnic minority households actively participate in increasing production, protecting and developing forests to increase income and reduce poverty.

In particular, the project has actively coordinated with relevant units to issue land use right certificates. From 2012 to 2015, the Provincial Project Management Board has implemented two packages of land surveying and issuance of land use right certificates in the project area. The results of the two rounds of land surveying and issuance of land use right certificates totaled 3,317.58 hectares with 1,652 covers. The total area of ​​afforestation in the 2012-2015 period in the whole province was nearly 6,150 hectares, reaching 98.62%.

After listening to the delegates' discussion, Vice Chairman of the Provincial People's Committee Hoang Viet Duong stated: the project's activities have contributed to the implementation of the afforestation task, and at the same time made an important contribution to changing awareness as well as contributing to improving the lives of people in the project area.

However, there are still some shortcomings in the project's operation. Up to now, the loan capital has only disbursed more than 63 billion (reaching more than 52%); the work of granting land use right certificates is still slow and problematic; some land areas of households participating in project forest planting have not yet been granted land use right certificates; planted forests have developed well but have not yet accessed preferential capital sources.

In the coming time, the Project Management Board must focus on reviewing and clarifying the causes of the existing problems and issues that need to be further resolved not only within the project scope but also in the economic development of forestry in Nghe An province.
