(Baonghean.vn) - On the afternoon of March 16th, the Provincial People's Committee held a working session with the Forestry Sector Development Project Management Board. Mr. Hoang Viet Duong, Vice Chairman of the Provincial People's Committee, chaired the meeting.

The Nghe An province forestry development project is being implemented in 42 communes across 6 districts: Thanh Chuong, Tan Ky, Do Luong, Nghi Loc, Dien Chau, and Yen Thanh, with an estimated reforestation area of 6,000 hectares.
The project has established 79 farmer groups involved in forest planting, comprising 2,863 member households and covering an area of 5,593 hectares.
The groups participated in training courses and study tours, thereby effectively supporting each other in reforestation. The project also implemented ethnic minority development activities in Tan Ky district, helping poor ethnic minority households actively participate in increasing production, protecting and developing forests to improve income and alleviate poverty.
In particular, the project has actively coordinated with relevant units to issue land use right certificates. From 2012 to 2015, the Provincial Project Management Board carried out two land surveying and certificate issuance packages in the project area. The total area surveyed and issued land use right certificates in both phases was 3,317.58 hectares with 1,652 certificates. The total area for reforestation in the province during the 2012-2015 period was nearly 6,150 hectares, reaching 98.62%.

After listening to the delegates' discussions, Vice Chairman of the Provincial People's Committee Hoang Viet Duong stated clearly: the project's activities have contributed to the reforestation task, and at the same time, have made an important contribution to changing perceptions and improving the lives of people in the project area.
However, several shortcomings still exist in the project's operation. To date, only over 63 billion VND (over 52%) of the loan capital has been disbursed; the issuance of land use right certificates is still slow and problematic; some land areas belonging to households participating in the reforestation project have not yet been issued land use right certificates; and although the planted forests have developed well, they have not yet been able to access preferential capital.
In the coming period, the project management board must focus on reviewing and clearly identifying the causes of existing problems and issues that need to be addressed, not only within the project but also in the development of the forestry economy of Nghe An province.
The Vice Chairman of the Provincial People's Committee instructed the Department of Natural Resources and Environment to coordinate with the Department of Agriculture and Rural Development and the districts to focus on inspecting and improving the inventory of forests and forest land to accelerate the process of issuing land titles to forest owners; instructed the Project Management Board to coordinate with the Provincial Social Policy Bank and local authorities to research and propose revolving loans from the project's capital; and instructed the Department of Natural Resources and Environment to coordinate with the Department of Agriculture and Rural Development and local authorities to research forestry land prices to manage land prices in the area in accordance with actual conditions.
